About the Department

The Construction Project Inspector is responsible for providing technical review, reporting, and field monitoring services related to Opportunity Home San Antonio’s Housing Preservation and Expansion program and other comprehensive rehabilitation and construction projects.

Position Duties

Essential Duties + Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require a consistent presence in the work environment on a regular basis, and regular attendance must be maintained. 

  • Actively oversee the construction phase of all development projects. 

  • Review and be knowledgeable of construction contract terms and requirements.

  • Review and discuss construction drawings and specifications prior to the permit application when applicable.

  • Review construction design documents and specifications at each stage of the design process to ensure compliance with Opportunity Home design standards and applicable federal, state, and local requirements.

  • Assist with the administration of consultant and construction contracts and provide various independent cost estimates as necessary.

  • Draft and/or review project draws, change orders, and other contract documentation as required.

  • Prepare and/or evaluate SOV & monthly draws for the Assistant Director, Construction DSNR’s approval.

  • Participate in all necessary project meetings, including pre-design, design, preconstruction, and construction job progress meetings.

  • Visit and inspect project sites regularly to review installation methods against project submittals, and verify the progress of the projects are based on the schedule.

  • Advise the Assistant Director, Construction DSNR and the Development Project Manager on potential construction issues related to safety, cost, schedule, quality of work, non-compliance, or other actions that may impact the successful implementation of the project.

  • Review proposed change orders, prepare necessary cost/price analyses, and make recommendations in accordance with Standard Operating Procedures and HUD regulations.

  • Review 3rd party reports to confirm compliance as required in contract documents.

  • Ensure compliance with all terms and conditions of the contracts.

  • Electronically prepares and uploads standard inspection reports on a daily basis, and continually maintains accurate and complete daily report files on a shared, electronic file management system.   

  • Ensure deliverables meet contract requirements/specifications.

  • Ensure deliverables are provided when required.

  • Ensure compliance with all applicable building codes.

  • Review estimates prepared by others to ensure accuracy.

  • Monitor compliance with regulatory requirements of each contract, including Wage Rates, Section 3 employment, MBE/WBE employment, and contracting, etc.

  • Perform random wage compliance interviews with construction workers.

  • Collect and review Certified Weekly Payroll reports.

  • Participate in the contract closeout process.

  • Observe, gather, and maintain thorough and accurate data from site visits to track projects and/or report to the Assistant Director, Construction DSNR.

  • Provide daily photographic evidence of work on all projects.

  • Represent and report to the Assistant Director, Construction DSNR, the status of various projects, verifying Opportunity Home procedures are followed.

  • Utilize project schedules and daily reports to determine manpower levels, material quantities, equipment, and subcontractor requirements, inspections, staking, and other pertinent tasks to report to the Construction Assistant Director.

  • Communicates directly with clients to ensure their safety at all times, addresses their concerns, and refers them to Property Management.

  • Escort contractors into occupied units and observe workers at all times. 

  • Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees. 

  • Participate in Trauma Informed Care (TIC) initiatives, including training, workgroups, project assignments, etc., that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.

  • Recognize the significance of a data-driven organization that adheres to expanded policies and practices in the area of data governance. Learn the distinct and different roles to include: Data Trustees, Data Domain Stewards, Data System Custodians, Data Stewards, and Data Users. Effectively collaborate with the various data roles as needed on a daily basis or in a project capacity.

Minimum Qualifications

Education

Required

  • High School Diploma or GED


Experience

Required

  • Eight (8) years of progressive experience inspecting medium to large complex construction projects.

  • Must have the ability to learn and use cloud applications such as the Google GSuite applications to include but not limited to: Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets and Slides. Understanding document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud accessible applications to include but not limited to: One drive, Outlook, Word, Excel and Powerpoint or MAC or PC desktop equivalent is acceptable. 

  • Successful completion of a criminal history background check, education, and work history verification, and drug screening test.


Preferred Education and Experience 

  • Ability to learn cloud technologies such as LucidChart for diagrams, workflow, and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.


License + Certificates

Required

  • Texas Class “C” driver’s license at the time of placement and insurable by the organization’s fleet and liability insurance carrier.

  • Must have the ability to earn certifications as required by assigned tasks.


Technical Skills

To perform this job successfully, the employee should have


  • Excellent written and verbal communication skills. 

  • Strong understanding of construction industry contracting practices and processes. 

  • Highly competent in using Google Apps, Microsoft Office, and mobile technology devices.

  • Ability to effectively plan and coordinate multiple resources, contractors, stakeholders, and tasks. 

  • General understanding of construction methods and standards. Familiarity with HUD programs and regulations. 

  • Experience utilizing a team approach to development and conflict resolution strategies.
