POSITION SUMMARY:
The Talent Acquisition Manager is responsible for developing and implementing effective recruiting strategies aligned with the organizational needs. This role leads the organization’s full-cycle recruitment process with a focus on compliance, efficiency, and innovation.

ESSENTIAL JOB FUNCTIONS:
- Develops and executes effective recruiting strategies that align with the organizational needs.
- Designs and implements sourcing, screening, recruitment, interviewing, pre-employment, and hiring processes to ensure efficiency and compliance with federal, state, and local laws and regulations.
- Defines, monitors, and analyzes key performance indicators (KPIs) to drive the recruitment strategy, improve processes, improve the candidate experience, and measure the team’s performance (i.e. time to fill, candidate interview ratio).
- Manages workload distribution and optimizes team resources to meet hiring demands, including assisting in recruiting.
- Continuously improves recruiting processes to increase efficiency, reduce time-to-fill, and enhance the candidate experience.
- Conducts regular check-ins with team member(s) to ensure alignment and proactive resolution of any recruitment challenges.
- Applies knowledge and experience in identifying opportunities with existing technology to further support, simplify, and automate processes and enhance the experience with a focus on innovation and continuous improvement.
- Finds innovative ways to build strong candidate pipelines, including hiring events.
- Establishes credibility throughout the organization with management and employees through responsiveness and effective problem-solving on issues raised.
- Develops comprehensive job descriptions in collaboration with hiring leaders.
- Trains new leaders in recruitment processes.
- Keeps abreast of laws and regulations by researching and attending professional meetings and trainings as required.
- Monitors industry trends, best practices, and emerging talent acquisition technologies to stay ahead in sourcing and hiring.
- Actively participates in the assessment of current and future vendor relationships, and manages vendor relationships to ensure optimal systems, execution, budget, and compliance.
- Demonstrates behavior that is professional, ethical, responsible, and composed.
- Operates with a high level of integrity and the ability to maintain strict confidentiality.
- Reliable, consistent, on-site attendance is a requirement. This position requires dependable attendance in order to meet the needs of the business, including attending and participating in meetings and presentations.
SUPERVISORY RESPONSIBILITIES:
Manages one (1) or more direct reports by providing guidance and/or oversight to employees and/or contractors. Develops and maintains roles, responsibilities, and expectations. Practices performance management in support of employee development, and perform administrative duties associated with being a people manager. Responsibilities include interviewing, planning, assigning, directing work, and resolving problems. Responsibilities also include sponsoring and participating in and/or supporting project teams sponsored by other management team members.
Requirements
QUALIFICATIONS:
Education/Experience:
- Bachelor's degree from an accredited four-year college or university in Human Resource Management or a closely related field and 5-7 years of recruitment experience, with 3-5 years of experience with in-house recruiting or a combination of education and relevant experience.
- 2-3 years of leadership experience.
- Experience with Applicant Tracking Systems.
- Bilingual (Spanish/English) preferred.
Certificates, Licenses, and Registrations:
- PHR or SHRM-CP certification (strongly preferred)
- Must have reliable transportation, a valid driver’s license, and insurance.

- Must have excellent written and verbal communication skills with the ability to effectively interact and communicate with all levels within the company in English.
- Skills in preparing presentations.

PHYSICAL REQUIREMENTS:
The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of the job, the employee is required on a daily basis to analyze and interpret data, communicate, and remain in a stationary position for several hours in a workday; and frequently access, input, and retrieve information from the computer and other office productivity devices. The employee is regularly required to move about the facility. The employee must frequently lift/move up to 10 pounds and occasionally lift/move up to 40 pounds.
WORK ENVIRONMENT:
The work environment characteristics described here are representative of those employee encounters while performing the essential functions of this job. While the job is generally performed in an enclosed office environment, the employee is occasionally exposed to wet and/or humid conditions, strong food-related smells, and outside weather conditions. The noise level in the office environment is typically quiet, but the employee will be occasionally exposed to loud noise levels (e.g., horns, fans).
TRAVEL REQUIRED:
Travel is required for this position (up to 5% of the time and on a domestic basis within our 18-county service area).
This role supports hours of operations at the Houston Food Bank facilities, as necessary, and may require flexibility (e.g., times of disaster, community events, company events).
