Position Summary: The candidate is responsible for aligning business objectives to designated departments and functions. Consults with leadership and supports district activities which engage schools, business, community leaders and organizations in a collaborative effort to improve performance and achieve team goals.
Key Responsibilities:
- Consult & Advise: provide guidance, make recommendations and manage solutions for alternate methods of solving needs or issues within departments; represent the district in meetings; provide market and customer feedback to partners and management teams; form strategic relationships within the community and district; build trusted relationships with customers and key stakeholders by communicating needs and creating synergy
- Observe & Evaluate: conduct onsite research, administers studies, evaluates survey results, analyzes and reports on initiatives and goals; identifies and defines problems within internal departments or teams and determines solutions to inform, influence and propel solutions; obtains and analyzes data to discover useful information and recommend solutions for the district; participates in and supports decision-making process
- Communicate & Facilitate: ensure adequate lines of communication by conducting meetings, advocating for clients, following up and negotiating to enhance team partnerships; maintains communication with partners and clients on relevant topics; follows up on leads and inquiries obtained by partners that complement and support the department or district
- Coach & Develop: develop and conduct trainings for managers on topics such as facilitation, conflict resolution, interpersonal communication and effective group interaction skills; assigns individuals to valuable job-related skills training to improve work performance
Essential Duties (based on department):
- Oversee counsel and assistance to school and central office administrators on a broad range of human resource issues, including employee staffing and retention, employee performance management, employee training and development, labor relations and employee relations
- Monitor the certifications and license status of employees
- Oversee the transfer process, maintain vacancy and seniority lists, and maintain various HR tracking systems
- Review salary upgrades
- Plan and attend recruitment events
- Advise and train school and central leaders in employee and labor relations best practices, including progressive discipline, grievances, plans of support, improvement plans, etc.
- Enhance school and central office leaders’ abilities to effectively and efficiently manage human capital within their school or department by providing HR data and related counsel
- Liaise with other HR team members to ensure the efficient and effective delivery of human resources services to school and central office administrators
- Analyze information and data necessary to define and discern cost and policy implications of negotiations and disputes, including management and union proposals, pay scales and wages, benefits, working conditions and other mitigating circumstances
- Represent organization in contract negotiations, meetings and negotiations with employee and labor organizations
- Collaborate with legal counsel and departments in preparation for and participation in negotiations with employee and labor groups
- Use data collected from employee engagement and satisfaction surveys to inform changes and improvements to HR and Talent strategy

- Knowledge of state and federal laws concerning labor relations
- Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances and policies
- Knowledge of negotiation techniques
- Knowledge of dispute resolution and compensation administration
- Ability to work with people at all levels and diverse cultural backgrounds
- Work style that yields high results when working independently or as part of a team
- Ability to prioritize multiple projects and effectively handle competing demands and deadlines
- Ability to foster effective relationships with District staff, schools and external partners

- Strong understanding of fiduciary responsibility
- Proficiency with Microsoft Office products, Google Suite and/or Project Management Software (e.g., Excel, Word, Outlook, PowerPoint)
Required Qualifications:
- Bachelor’s degree from an accredited college or university in Employee Relations, Human Resources or other related field
- Five years of professional human resource administration preferred OR its equivalent through training, education or other experience
- Eligible for a Pennsylvania driver's license at time of hire
Preferred Qualifications:
- Master’s Degree
- SHRM-CP or SHRM-SCP
- Juris Doctor (JD) Degree

- Copy of Act 114 (FBI Fingerprinting Background Check)

Working Conditions & Physical Requirements:

Level of Compensation: Commensurate with Experience.
