Functions
Work with the HM&E Test Lead, along with HM&E Test Manager and all required Production Crafts, Contractors, and ESG Engineering, Purchasing, and Program Office, to ensure all tests and validations are fully accomplished on the Offshore Patrol Cutter (OPC) program, in support of schedule, cost and performance requirements. Requires Test Specialist to have experience with one of the following disciplines: Main propulsion, Auxiliaries Systems, Electrical Systems, Damage Control Systems, Aviation & Deck Systems, and Main Propulsion Control Machinery Systems (MPCMS).
Essential Duties and Responsibilities: Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.
- Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.
- Support the HM&E Test Manager and Test Lead in the execution of a robust total ship test program including, but not limited to, execution of test processes and procedures for all systems areas, including interfaces to other Shipboard Systems, including Controls. Assist in the development of test reports, including shipboard operational, Dock Trials, Builders Sea Trials, and Navy INSURV acceptance trials.
- Work as an intermediate-level tester for assigned systems. Assist the Test Lead and production team through the installation check-out, grooming, and system operation of assigned systems. Be able to demonstrate the proper operation of equipment and systems to USCG and INSURV.
- Work with Production, QA, Engineering, and Test to ensure 100% corrective actions within the assigned areas, able to correct deficiencies in test and assist QA in correcting them in all hulls under construction.
- Work with the Test Manager and Test Lead to complete priorities during all testing and activation projects to deliver results. Support the Test Manager and test Lead in production, test, launch, and trial readiness reviews within assigned areas.
- Support the Test Manager during pre- and post-sea trials meetings within the assigned area.
- Support the Test Manager and Test Lead in coordinating with shipyard production crafts in the testing strategy and reporting back in verbal and written form for the assigned testing areas.
- Perform other duties as assigned.
Supervisory Responsibilities
This position has no supervisory responsibilities. Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.
Reporting Relationship
This position will report to the HM&E Test Manager.
Qualifications
Education/Experience: Must have a high school diploma or GED equivalent. Have two or more years’ experience in shipboard testing, developing procedures, performing test validation, verifying pre-requisites, and documentation into deliverable test reports. Previous ship construction and test, or USCG/USN Service, with shipboard mechanical and electrical experience, preferred. Experience developing test procedures using ABS/NVR is desired. Must be able to effectively troubleshoot issues and failures. Experience with a test program or the Program Integrated Master Schedule (IMS), preferred.
Skills: Intermediate to advanced level of Microsoft Word, Excel, PowerPoint, and Outlook experience. Working knowledge of various web-based design and collaboration tools desired. Ability to read and interpret documents such as safety rules, Company policies/procedures, and governmental regulations. Ability to interpret contract requirements, specifications, and drawings into a comprehensive test program. Ability to multi-task and prioritize tasks with strict deadlines. Ability to effectively present information, brief presentations, and respond to questions from senior management, employees, government officials, and the public. Effective written and verbal communication skills are required. Ability to forge and sustain outstanding client relationships while managing multiple workstreams. Ability to work in a fast-paced environment and pay attention to detail. Ability to work both independently and as part of the project team while exercising diplomacy and tact. Ability to rapidly obtain, sort, filter, and analyze data to compile reports.

This job will operate in multiple environments, including a professional office environment, and Shipboard during each Ship's production, outfit, test, and delivery phases. Employees must be able to work in a ship production environment, including climbing, entering tanks and voids, etc., in all weather conditions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
