Deschutes County Health Services supports over 400 staff in Behavioral and Public Health programs working to promote and protect the health and safety of the community in a broad variety of community-based settings.
This position is part of Administrative Services, which ensures DCHS has the facilities, resources, and support necessary to provide the highest quality of service to clients, customers, and the community through planning, consultation, implementation, analysis, and review.

ABOUT THE JOB:The Business Intelligence Analyst (Management Analyst) at Deschutes County Health Services (DCHS) analyzes data from multiple complex data sources to produce visually compelling analytics spanning clinical, operational, and financial topics. This position is responsible for the full life cycle development, implementation, production, support, and performance tuning of the Business Intelligence Reporting environments, and supports the integration of those systems with other applications; designing and implementing reporting and analytical solutions, including both the design of table structures and the processes used to populate those structures with data from internal and external sources; helping customers drive improvement and tell a story. This position also interacts with various teams, project managers, internal and external customers, senior management, and external vendors.
The Business Intelligence Analyst is part of the Data and Analytics Team within Administrative Services. The mission of the Data and Analytics Team is to provide timely, accurate, and understandable information to leadership and staff that helps inform decisions that improve clinical, operational, and financial aspects of DCHS. Our team’s vision is to have a fully integrated Data—Trends—Insights—Action loop where data is integral to understanding complex issues and drives actionable decisions for improved client and community health. Data is used to measure organizational performance and identify new opportunities for improvement in conjunction with sharing what is going well.
This position is located in Deschutes County and may be eligible for hybrid of in-office/remote work as allowed by policy and approved by the supervisor.Key Responsibilities:
- Query, clean, blend, and aggregate data from a variety of internal and external sources using SQL, Alteryx, Power BI and/or other methods for querying enterprise databases.
- Build and maintain performance measurement dashboards to support program leaders.
- Assess existing and identify new sources of data relevant to the problems being investigated, and apply statistical data quality procedures to new data sources.
- Develop creative and clear data visualizations using Microsoft Power BI to promote improvement and insight.
- Serve as an internal consultant for identifying potential data sources and developing new performance measures.
- Use data to assist improvement teams in developing change strategies and evaluating improvement efforts.
- Research root causes of issues to identify process breakdowns and provide insight on potential solutions.
Knowledge of or experience with:
- Principles of statistical, procedural, and methods analysis, sufficient to independently design, develop and carry out a variety of projects dealing with health information systems.
- Independent critical thinking and problem solving.
- Ability to work independently on complex projects and issues.
- Incredibly motivated, self-starting nature; responds positively to moderate guidance.
- Well-developed writing skills to prepare complex project reports and technical and procedural documentation.
- Communication of technical concepts to others, employee lines of inquiry, and conduct presentations.

Position Duties
$6,950.54 to $9,314.41 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This position is available immediately.

Minimum Qualifications
- Bachelor’s degree in Business or Public Administration;
- AND three (3) years of experience analyzing, researching, developing, implementing, and administering projects and programmatic assignments, lead or supervising experience;
- OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.
- Bachelor’s or Master's Degree in Mathematics, Computer Science, Bio-statistics, Epidemiology, Engineering, Health Economics, or other quantitative-oriented fields.
- One (1) year or more of work experience in a position related to analytics and/or performance improvement.
- Three (3) years or more experience building reports from Epic Clarity data tables.
- Experience with medical coding and billing concepts (CPT, ICD-10, DSM5, etc).
- Experience with national healthcare quality metrics, such as HEDIS, NQF, and eCQMs.
- Experience with program evaluation principles and methods. Familiar with public health/epidemiological concepts, methods, and data sources.
- Experience with principles and methods of continuous quality improvement and LEAN. Experience using standard project management techniques.
- Experience participating in multi-disciplinary workgroups.
Other Qualifications
