About the Department

The Associate Engineer I is a non-exempt position in the Public Works Department working either in the Engineering Division or the Stormwater Division. Within the Engineering Division, the incumbent works under the general supervision of the Civil Engineer-Public Works. In the Stormwater Division, the incumbent works under the general supervision of the Civil Engineer-Drainage. The Associate Engineer I performs entry-level engineering work including data collection and analysis, design, preparation of construction drawings and bid documents, development of contract scopes of work, and responding to inquiries and concerns received from the general public.  


This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position.

Position Duties

ESSENTIAL FUNCTIONS:

  • Assists with the design of public infrastructure and facilities in accordance with City of Pueblo standards
  • Provides engineering support for public infrastructure projects
  • Reviews engineering reports, plats, and construction plans and legal descriptions for new subdivisions and other land use applications to ensure compliance with city ordinances and standards
  • Maintains City maps and records
  • Assists with the development of specifications for Public Works projects
  • Answers inquiries and addresses concerns from the general public on matters related to public infrastructure projects
  • Attends meetings and works with the public, City departments, and outside agencies
  • Prepares reports and correspondence
  • When directed, assists with field inspections of public improvements
 
IMPORTANT FUNCTIONS: 
 
  • May perform the duties of similar classifications of an equal or lower pay grade
  • May also assist with general roadway, storm sewer, and drainage facilities design
 
PHYSICAL REQUIREMENTS:
 
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
 
  • Must have the ability to lift and move files and supplies weighing up to 25 pounds, with or without accommodation 
  • Work is sedentary and done in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching, or stooping to perform filing to perform general office work 
  • Position requires the ability to input large amounts of data using repetitive motion on a frequent and prolonged basis 
  • Must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents, forms, and to respond to employees and customers. 
  • May be exposed to traffic and inclement weather while performing site inspections.

Minimum Qualifications

The Associate Engineer I shall possess the following knowledge, skills, and abilities:

  • Entry-level to intermediate level of knowledge in the field of Civil Engineering and the ability to apply it to the design of streets, alleys, sanitary and storm sewers, drainage facilities, and other public infrastructure and facilities
  • Ability to assist in the design of public works facilities and structures
  • Ability to prepare construction cost estimates for projects
  • Knowledge and ability to use Microsoft Office programs including Word, Excel, PowerPoint, and Outlook
  • Ability to learn and use AutoCAD and other engineering software
  • Ability to learn and use geographic information system (GIS) software
  • Ability to review land survey plats and legal descriptions
  • Skill and ability to interact professionally with contractors, City staff, and the public in response to complaints and requests for information
  • Working knowledge of specifications for construction materials and techniques with public infrastructure projects
  • Ability to establish and maintain professional and effective working relationships with those contacted in the course of work
  • Ability to effectively use surveying and Global Positioning System (GPS) instruments to accomplish assigned tasks
  • Skill and ability to communicate effectively in English both verbally and in writing
  • Ability to perform all the job duties in a safe manner
  • Ability to operate an auto or light truck for occasional field work
  • Knowledge of sediment and erosion control practices for construction sites and BMPs relating to subdivision development and pollution prevention
  • Ability to review drainage plans, construction plans, engineering reports, legal descriptions and drainage easements, erosion and sediment control plans and stormwater management plans (SWMPs)
  • Ability to inspect illicit discharge cases, active construction sites, post construction (BMPs), detention ponds, and stormwater systems
  • Perform all the job duties in a safe manner

Other Qualifications

In addition to the above listed knowledge, skills, and abilities, the position requires:

  • A minimum of 60 semester hours or 90 quarter hours of course work with a grade of 2.5 or higher in the following course(s): engineering, engineering technology, science and technology, material science, computer science, Geographic Information Systems (GIS), surveying, computer programming, data analysis, drafting, CAD, mathematics, physics, or business.
AND
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification 
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
PREFERED QUALIFICATIONS: 
  • An associate degree in civil engineering, civil engineering technology, or other engineering field 

SPECIAL CONDITIONS OF EMPLOYMENT: 
The duties of this position are primarily performed in an indoor environment, with occasional outdoor fieldwork. When working outdoors, the employee may work in and around traffic, severe weather conditions including rain, snow, and wind.  Works around heavy machinery and is exposed to noise, dust, gases, fumes, toxic chemicals, and other hazards/dangers inherent to work near and around vehicular traffic. Individuals may be required to work evenings and weekends. Individuals must be willing to work overtime, as needed.

All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.  

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be requires, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
