About the Department

The Manager of Professional Services Procurement will report to the Director of Professional Services and Alternative Delivery Contracting managing and leading a team of professional services staff to provide comprehensive support to project managers across the Authority’s twenty plus departments  The Manager will ensure procurement best practices conform to Federal and State Laws while serving the best interest of the Authority.

Position Duties


  • Supervise and manage Sr./Project Coordinators within Contract Services department.

  • Organize and prioritize workloads, be proactive in identifying contract procurement needs/requirements.

  • Train departmental and MBTA employees in Professional Services policies and procedures.

  • Provide management response planning to federal and state audits.

  • Manage all phases of the professional services procurement process which includeRequest for Qualifications; Request for Proposals; conflict of interest review and determination; shortlist; selection; negotiation; award; contract execution 

  • Participate in negotiation of all professional services contracts by preparing/reviewing required documentation for authorization, execution and distribution.

  • Perform detailed cost analysis of design and construction phase services proposals during negotiations for contracts.

  • Train personnel in cost analysis.

  • Work with third party consultants and contractors (engineers/architects) and various departments within the Authority to ensure all documentation complies with federal and state regulatory requirements. Perform all other duties and projects that may be assigned

  • Develop and oversee the Professional Services Letting Schedule to support the Authority’s Capital Program.

  • Oversee and monitor all project status comments and maintain database tracking. Ensure compliance with MBTA procurement and project manager manual policies and procedures

  • Update and implement changes to the Professional Services Standard Operating Procedures

  • Monitor the progress of review comments to see that responses are on schedule. Prepare weekly and monthly reports for senior management relating to professional services procurements.

  • Work independently within broadly defined objectives in addressing complex tasks in a time- sensitive environment.

  • Prepare contract related correspondence, reports, charts and presentations utilizing Microsoft Word, Excel, Database and PowerPoint.

  • Use computerized and manual systems to develop and maintain detailed records for all department files.

  • Perform CMS and FMIS functions as required for projects.

  • Follow up on actions required while seeking guidance as necessary.

  • Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner.

  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.

  • Perform all other duties and projects that may be assigned


Minimum Qualifications


  • Bachelors degree from an accredited institution.

  • Five (5) years of related experience in contract management practices and/or contract administration for major projects or programs.

  • One (1) year of experience in a supervisory capacity with up to five (5) individual contributors. 

  • Related experience in a supervisory capacity.

  • Proficiency with the MS Office Suite, including Word, Excel, database, PeopleSoft applications.

  • Effective organizational, analytical, time management, interpersonal and multi-tasking skills.

  • The ability to provide internal and external customers with a courteous and professional experience.

  • The ability to supervise and work effectively with a diverse workforce.


Other Qualifications


  • high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelors degree requirement

  • An Associates degree from an accredited institution with an additional three (3) years of directly related experience, project administration or coordination duties substitutes for the bachelor’s degree requirement

  • Master’s Degree from an accredited institution substitutes for two (2) years of experience

  • Nationally recognized licenses like PMP, CPA each substitutes for one (1) year of experience

  • State licenses and certifications like PE, Architect, Certified Construction Manager substitutes for one year of experience

Preferred Experience and Skills

  • Bachelor's degree in business administration.

  • Prior experience in the public sector, and prior experience with an organization implementing a multi-billion-dollar capital program.

  • Experience with Third-party contracting, Brooks Act (Quality Based Section), and experience with PMIS and FMIS.
