General Description and Classification Standards:
The Tax & Permit Manager is responsible for overseeing the tax and permit operations within the Office of Revenue. This role involves supervising the Tax & Permit Specialist I and II, ensuring compliance with local and state regulations, and managing the issuance of tax certificates and permits. The position requires strong leadership skills, a thorough understanding of tax laws and regulations, and the ability to work collaboratively with various departments and external stakeholders.
Essential Duties and Responsibilities:

Supervise and manage the Tax & Permit Specialist I and II.
Oversee the processing of tax and permit applications.
Ensure compliance with local and state tax regulations.
Collaborate with various departments and external stakeholders.
Facilitate the issuance of tax certificates and permits.
Maintain accurate records of tax and permit transactions.
Provide excellent customer service to applicants and stakeholders.
Develop and implement tax policies and procedures.
Analyze data to identify potential areas for improvement and recommend corrective actions.
Conduct audits and reviews of tax and permit applications.
Prepare and present detail reports and documentation as required.
Train and mentor staff on processes and regulations while fostering a culture of continuous improvement

Minimum Qualifications:
Education and Experience -
Bachelor’s degree in Public Administration, Accounting, Finance, Business Administration, Economics, or a related field from an accredited institution, OR an equivalent combination of education, skills, experience, and training.
At least 5 years of experience in tax administration, permit processing, or a related field.
Excellent analytical and problem-solving skills.
Strong attention to detail and accuracy.
Proficient in Microsoft Office Suite (Word, Excel, Outlook).
Excellent communication and interpersonal skills.
Ability to work independently and as part of a team.
Strong organizational and time management skills.
- 3-to-5 years of experience in a supervisory or lead role is required.
Special Requirements -
Experience with Oracle Applications
Attention to Detail: Ensures accuracy in municipal tax calculations and reporting.
