Functional knowledge of health insurance concepts including member eligibility, claims processing and provider demographic data. Represents team in advisory and decision-making capacity while participating in corporate projects. Serves in a consulting capacity to gather and assist in documenting business requirements. Provides technical input into solution architecture on small to large size projects. Provides guidance to business analysts who will be responsible for additional requirement and/or solution documentation. Must support departmental operational processes including on call rotation, production support activities and incident/management procedures.Responsibilities And Qualifications

  • Analyzes/researches business problems to determine the impact on existing business and IT systems and procedures, as well as the feasibility of automation.
  • Conforms with PMO guidelines and procedures when developing IT solutions to defined business problems using structured methodologies. Conducts meetings with customers to ensure requirements are defined and adequately satisfied.
  • Designs innovative solutions using emerging and existing technologies for business problems and determines feasibility and practicality of implementation within current or future environments.
  • Prepares test data and conducts program and system tests to ensure compliance. Assists customers in establishing acceptance criteria and effectiveness of proposed solutions.
  • Maintains knowledge of the department’s programming languages and tools, coding and design techniques, data base management systems, processing platforms and emerging technologies through continued education.
Experience/Skills
  • Experience developing Oracle PL/SQL stored procedures preferred but not required.
  • Experience and knowledge of ETL development tools (ie. Informatica IDMC).
  • Experience with Subversion as a source code management tool.
  • Experience with API web service development preferred but not required.
  • Experience working with an enterprise batch schedule (i.e. Tidal). Ability to understand complex dependencies between batch jobs and requirements for defining new batch jobs in an existing schedule.
  • Ability to participate in a production support on-call schedule.
  • Experience working with integrated business systems that handles claims processing, membership, network, and clinical processes. Experience in health insurance platforms preferred but not required.
  • Experience with BCBSA or FEP claim processes preferred but not required.
  • Knowledge of ITIL service management concepts including change, incident, and request management is preferred but not required.
Education
  • A Bachelor's degree in Computer Science, Business Administration or related field.
