Resource Management Concepts, Inc. (RMC) delivers top-notch professional services to both government and commercial sectors. RMC assists various Department of Defense (DoD) and civil agency clients, specializing in information technology, cybersecurity, cloud engineering, systems engineering, and program management needs.
RMC is looking for a Business Development Operations Manager to facilitate our ongoing expansion.
Responsibilities
- Plan, draft, create, and review proposal documentation, technical approach papers, resumes, past performance records, and related submissions.
- Collaborate closely with Portfolio Managers, Program Managers, Proposal Managers, and Subject Matter Experts (SMEs) to research, strategize, develop, write, edit, and deliver high-quality technical and cost proposals.
- Oversee, coordinate, and lead the proposal development process, working alongside various proposal coordinators, proposal managers, and SMEs to produce high-quality cost and technical proposals.
- Drive business development initiatives to successful outcomes.
- Guide and facilitate the development of win strategies, including aspects related to technical solutions, management, partnerships, past performance, staffing, and pricing.
- Create, review, and assess cost proposals, cost strategies, and associated documentation and submissions.
- Lead and coordinate competitive analysis efforts, evaluating the strengths and weaknesses of RMC and potential competitors.
- Prepare for and assist with pipeline and Business Development reviews.
- Enhance and refine business development processes and initiatives, integrating evolving technologies and tools.
- Conduct cost-to-win assessments and related financial and competitive analyses of business development opportunities.
- Provide financial analysis support for incurred costs, provisional rates, and related cost accounting management, tracking, and documentation requirements.
- Assist in analyzing corporate cost accounting, financial documentation, and related financial planning initiatives.
- Support the planning, implementation, and improvement of corporate accounting systems, ensuring adherence to contract administration requirements.
Requirements
- Bachelor’s degree in Business, Communications, Contracts, Finance, or a related discipline; a Master’s degree is preferred.
- At least 8 years of relevant experience with the Department of Defense (DoD) is required, with a strong preference for candidates with a background in the Navy.
- An active DoD security clearance is preferred.
- Demonstrated experience in structured business development frameworks is essential.
- A thorough understanding of federal acquisition processes, government contract/RFP requirements, corporate accounting practices, and industry standards is required.
- Proficiency in Microsoft Word, PowerPoint, Excel, Adobe Acrobat, and cost accounting systems is essential.
- Exceptional leadership abilities with a talent for influencing and motivating diverse teams are necessary.
- Excellent writing, editing, communication, and strategic thinking skills are required.
- Strong organizational, time management, and advanced planning skills are a must.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $110,000 to $170,000 (annually).
