The City of San Bernardino is seeking a Marketing and Media Specialist to help shape and manage the City’s brand, strengthen community engagement, and expand its social media presence!

About the Position:
In this role, you will implement the City’s marketing strategy by creating compelling content, managing social media platforms, attending community events, and producing high-quality promotional materials. You’ll be part of a dynamic team in the Communications Division, reporting directly to the Public Information Officer, and play a key role in connecting residents with important City services and initiatives. The work schedule may consist of occasional evenings and weekends.

Distinguishing Characteristics:
The position requires strong skills in marketing, public information, graphic design, and social media strategy. The successful candidate will be highly skilled in evaluating trends, identifying audiences, and using innovative communication methods to engage residents and promote City initiatives.
The incumbent must be proactive, creative, and able to work independently with limited supervision.

Position Duties

The Ideal Candidate:
Is a creative and strategic communicator who thrives in a fast-paced environment and has a passion for connecting with the community. They are skilled in managing social media accounts and digital marketing strategies, with a strong eye for design, storytelling, and branding. The ideal candidate has experience in graphic design, photography, and video editing, paired with excellent writing and communication abilities that allow them to tailor messaging for diverse audiences. They are also able to analyze data and adjust strategies to maximize reach and impact, while maintaining a collaborative and team-oriented mindset with the confidence to take initiative when needed. Above all, the ideal candidate is resourceful, adaptable, and enthusiastic about using their marketing and media expertise to enhance the City’s brand and strengthen community trust. 

Preferred Experience:

  • Experience working in or with a government or public agency.
  • Direct experience using social media management tools (Meta Business Suite, Hootsuite, Sprinklr).
  • Proficiency with video and photo editing tools, digital media formats, including proficiency in Photoshop, Premiere, InDesign, Illustrator, PowerPoint, Word, Excel, and Canva.  
  • Ability to conduct online research to support and develop engaging content.

A Day in the Life Consists Of:
  • Develop and execute creative content for the City's social media platforms.

  • Attend City events to capture photos, videos, and live social media coverage.

  • Collaborate with departments to ensure consistent branding and messaging.

  • Design graphics, flyers, and promotional materials for campaigns and events.

  • Track engagement analytics, prepare reports, and adjust strategies for maximum reach.

  • Build relationships with media partners to promote City programs and initiatives.

Minimum Qualifications

Education and Experience:
A combination of college level training and position-related experience equivalent to a Bachelor’s degree with coursework in marketing, or a related field. One to three years’ experience with social media marketing or content development.

Direct experience using social media management tools (Hootsuite, Sprinklr) and with Adobe Creative Cloud or equivalent digital media editing is preferred. Bilingual (English/Spanish) is also preferred. 

Licenses, Certifications, and Equipment:
A valid California driver’s license is required.

Physical Requirements and Work Environment:
The employee works under typical office conditions, and the noise level is usually quiet. While performing the duties of this job, the employee is regularly required to sit, talk or hear, both in person and by telephone, use hands to finger, handle and feel computers and standard business equipment, and reach with hands and arms. The employee is frequently required to stand and walk.  Specific vision abilities required by this job include close vision and the ability to adjust focus.

Knowledge of:

  • Principles, practices, concepts, and techniques used in developing and executing marketing, public relations, social media and community outreach plans, programs, and strategies.
  • Industry trends and media practices as they apply to developing and carrying out public information, social media, and marketing programs.
  • Passion for social media and proficiency with major social media platforms and social media management tools.
  • Excellent social media listening skills.
  • Ability to understand historical, current, and future trends in the digital content and social media space.
  • Strong copywriting and copyediting skills.
  • Top-notch written and verbal communication skills. 
  • Ability to build and maintain relationships. 
  • Team player, with the confidence to take the lead when necessary.
  • Proficiency with video and photo editing tools, digital media formats, and HTML.
  • Community engagement experience.

Skill in:

  • Defining issues, analyzing information and problems, evaluating alternatives, and developing sound conclusions and recommendations.
  • Presenting proposals and recommending courses of action clearly and logically.
  • Preparing clear, concise correspondence, reports, studies, and other written materials.
  • Exercising tact and diplomacy in interpersonal dealings which are difficult and highly sensitive.
  • Thinking strategically to consider the impact of decisions on the City. 
  • Establishing and maintaining effective working relationships.
  • Working under pressure, changing priorities, and constant deadlines. 
  • Providing advice on effective communication strategy.
