JOB DESCRIPTION

POSITION TITLE: MANAGER OF IT

PURPOSE OF CLASSIFICATION

The purpose of this position is to perform advanced level professional work involving the coordination and leadership of all Florida Keys Aqueduct Authority (FKAA) Information Technology systems, and to cultivate and manage FKAA's information technology infrastructure and application solutions, providing strategic direction, ensuring operational excellence, and aligning technology with business needs across all departments. This includes leading the technical vision in accordance with industry best practices and organizational goals; overseeing technical forecasts to assist management in strategic planning; anticipating needs; identifying areas for improvement; describing the structure, characteristics, behavior, and other aspects of software to project stakeholders; providing guidance and advice to optimize the Authority's current and future software acquisitions, ensuring the reliable performance and continued efficacy of the Authority's business-critical applications through solutions that help achieve its goals and implementing the most appropriate solutions for the business. Position reports to the Director of Information Technology.

ESSENTIAL FUNCTIONS

Leadership & Management:

• Leads diverse teams: Effectively manages and motivates staff with varying skill sets and experience levels, fostering a collaborative and high-performing team environment.

• Aids with developing a strategic vision: Sets clear departmental goals and aligns them with organizational objectives, driving innovation and continuous improvement.

• Empowers and delegates: Trusts team members and empowers them to take ownership of their work, while providing necessary guidance and support.

• Conducts performance reviews: Provides constructive feedback and facilitates team members' personal and professional development opportunities.

• Negotiates and manages contracts: Secures and manages contracts with vendors for IT products and services, ensuring best value and adherence to budget constraints.

• Supervises and manages staff, sets priorities, assigns work, and conducts performance reviews.

Technical Expertise:

• Master of multiple technologies: Possesses in-depth knowledge of various programming languages, databases, application development frameworks, and network protocols.

• Analyzes complex data: Extracts insights from large datasets to inform decision-making and optimize system performance.

• Troubleshoots intricate issues: Quickly identifies and resolves complex software, hardware, and network problems, minimizing downtime and disruptions.

• Develops robust solutions: Designs and implements efficient and scalable software applications that meet business needs and align with security best practices.

• Stays current with advancements: Continuously learns and adapts to new technologies and trends in the IT field.

Integration & Communication:

• Liaises with stakeholders: Effectively communicates technical concepts to non-technical audiences, building trust and collaboration across departments.

• Ensures seamless integrations: Develops and implements secure integration solutions with internal and external applications, fostering data flow and communication.

• Provides user support: Creates comprehensive documentation and training materials, guides users through technical issues, and fosters a positive support experience.

• Collaborates with Superusers: Empowers departmental Superusers to champion application adoption and knowledge sharing within their teams.

• Manages website development: Works with external vendors to ensure websites meet specific requirements and adhere to accessibility and security standards.

Additional Responsibilities:

• Develops and implements IT policies: Establishes and maintains policies and procedures that govern IT usage, access, and security within the organization.

• Conducts cost-benefit analyses: Assesses the financial viability of new technologies and projects, recommending solutions that offer the best return on investment.

• Leads process improvement initiatives: Identifies and streamlines inefficient workflows, implementing automation and optimization strategies.

• Tracks system enhancements: Proactively identifies opportunities for system improvement and implements upgrades while minimizing disruptions.

• Provides ongoing maintenance: Ensures systems remain operational and secure through regular backups, updates, and security patches.

MINIMUM QUALIFICATIONS

Bachelor's degree preferably in Business Administration, MIS, Information Technology or an MBA supplemented by ten (10) years of professional/managerial experience in IT systems with public utility, progressively responsible business analysis, process or design experience; or any equivalent combination of education, training, and experience including project management, workflow design and troubleshooting business processes.

Project management skills are essential and prior experience deploying software solutions, custom applications, and new IT business processes in an enterprise setting is a plus.

Must demonstrate understanding of fundamental security and privacy requirements and protocols.

Must have:

• Strong written and verbal communications skills.

• Strong customer service, interpersonal and communication skills.

• Excellent analysis and troubleshooting skills.

• Experience with business analysis, process or design experience, or any equivalent combination of education, training, and experience including project management, workflow design and troubleshooting business processes.

• Expertise in documentation, creating detailed reports and giving presentations.

• The ability to influence stakeholders and work closely with them to determine acceptable solutions.

• Excellent planning, organizational, and time management skills and a track record of following through on commitments.

• Experience leading and developing high performing teams and supporting successful projects. Advanced technical skills and competency in Microsoft applications including Word, Excel, and Outlook.

• Strong knowledge of Transact-SQL.

Preferred experience or formal training with:

• Microsoft Windows OS and Microsoft SQL Server.

• SQL Server Reporting Services or equivalent tools.

• Project Management.

• Agile/Lean software development process and practices.

• Microsoft Dynamics GP concepts and practices.

• Cogsdale Customer Service Management application.

• Microsoft certifications and/or training in database concepts.

• Knowledge of Automatic Meter Reading applications and hardware.

• Process documentation utilizing tools such as Microsoft Visio, Lucid Charts, etc.

• Frontend development technologies such as HTML, CSS, JavaScript, and other scripting languages like jQuery and React.

• Web services using REST/JSON and SOAP/XML/WSDL/DTD.

• Knowledge of the NIST Cyber Security Framework.

Must possess and maintain a valid Florida driver’s license. Must be able to communicate and comprehend the English language.

Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analysis to determine necessity for revision of organizational components, and in the formulation of operational strategy.

Human Interaction: Requires the ability to function in a managerial capacity for a division or organizational unit. Includes the ability to make decisions on procedural and technical levels.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.

Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions such as odors, temperature extremes, or toxic agents.
