Leidos QTC Health Services is seeking a Technical Writer - Price Proposal Lead to join our high-performing Proposal Operations team in the company’s Growth division. This role reports to the Director of Proposal Operations and serves as the principal team member responsible for authoring and assembling clear, concise, persuasive cost narratives and price proposal volumes in accordance with solicitation requirements.

*This role is a remote opportunity with preference to those candidates residing in Central or Eastern time zones.

Primary Responsibilities:

  • Write, edit, and assemble business volumes, price proposals, and cost narratives in accordance with government requirements for both content and format, complying with RFQ/RFP instructions and evaluation criteria.
  • Lead and facilitate the price proposal development process from pre-proposal phase through post-proposal submittal phases, including support for evaluation notices, discussions, final proposal revisions, and associated strategy.
  • Write clear, persuasive, and articulate price volumes, including assumptions and cost and pricing data.
  • Translate complex information, ideas, and data into easily understandable text, applying knowledge of and experience in federal government pricing, the federal procurement process, and federal regulations regarding cost/pricing.
  • Manage the production of cost/price proposals and other procurement-related artifacts; track and drive action items to timely, accurate completion.
  • Oversee and develop schedules, outlines, and solutioning sessions for price proposal/cost narrative content.
  • Collaborate with growth leadership, capture managers, contracts personnel, and pricing specialists to capture vital, complex elements of proposed cost/price and translate into accurate, clear, compliant, compelling, and persuasive cost narratives.
  • Apply communication and interviewing skills to gather needed information from internal and external personnel to support writing activities.
  • Research and analyze medical costs and billing rates, such as federal/state Medicare, OWCP, and U&C rates.
  • Ensure win strategy, compliance, and customer understanding are in the final proposal documents.
  • Oversee and manage repository of historical proposal artifacts.
  • Develop and implement process improvements to increase proposal quality.
  • Participate in continuous process improvement efforts as applicable to job duties.
  • Perform other duties and responsibilities as assigned.

                Required Qualifications:

                • Bachelor’s degree in a related field with minimum 14+ years of related proposal experience.
                • Federal government pricing experience and knowledge of the federal procurement process.
                • Knowledge of federal regulations regarding cost/pricing, such as the FAR, FTR, CAS, GAAS, GAAP, CPRS, etc.
                • Expertise in the full range of contract types, including fixed price (i.e., FFP, fixed price labor hour, FPI) and cost reimbursable (CPFF, CPAF).
                • Experience in business volume proposal writing, including assumptions and cost and pricing data.
                • Demonstrated success writing and leading pricing volumes for complex efforts with evidence of a successful track record producing high quality, high scoring cost/price proposals.
                • Demonstrated ability to translate complex concepts into accurate, clear, compliant, compelling, and persuasive proposal narratives.
                • Deep understanding of the capture process and proposal life cycle.
                • Experience supporting a wide variety of solicitation size, complexity, and submission windows.
                • Up-to-date knowledge of marketing, editing, formatting, graphic design, and other relevant proposal best practices.
                • High level of fluency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint.
                • Excellent written, oral, and interpersonal communication skills.
                • Expert level attention to detail.
                • Strong analytical, problem-solving, and critical thinking skills.
                • Ability to work effectively under tight deadlines.
                • Strong teamwork and collaboration; ability to communicate with positive impact.

                  Preferred Qualifications:

                  • Master’s degree in a related field.
                  • Knowledge/experience in medical/healthcare industry, Medicare rates and medical costs strongly preferred.
                  • Experience with the Department of Veterans Affairs, Department of Defense, and related agencies.
                  • Working knowledge of AI-assisted productivity tools.
                  • Consistent availability on an Eastern and Central time zone schedule.
