Metro Transit’s Bus Operations Division is seeking to fill a Career Service Transit Superintendent-Transit Control Center. This role is responsible for planning and directing the day-to-day operations of the bus transit operations facility, providing policy direction, proactively solving problems that impact service delivery, managing workgroup deliverables and performance through progressive leadership, and acting as a resource to employees at the worksite. In this position, you will have the opportunity to increase your knowledge in all aspects of being a leader in bus operations, maintenance, and yard operations. This position will be required to be in-person and reports to the Assistant Bus Operations Manager. 

Position Duties

As the Superintendent of the Transit Control Center (TCC), you will provide strategic, operational, and people-centered leadership to a critical transit operations hub for King County Metro. In this highly visible role, you will:

  • Lead the day-to-day operations of the Transit Control Center, ensuring safe, efficient, and responsive service delivery for Metro’s fixed-route transit network. That includes providing support for Transit Operators, Service Supervisors, Vehicle Maintenance staff, Facilities staff and other divisional departments working in collaboration to support multiple modes of regional transit.  
  • Direct and mentor a diverse team of leaders, fostering a culture of mutual support, accountability, professional development, and continuous improvement.
  • Lead or team with other leaders in incident-command center during severe weather events, major service disruptions, and other high-impact emergencies, making real-time operational decisions that directly affect public safety and regional mobility. Balance confident decision-making with collaboration, flexibility and consideration of the impacts of decisions on various operational and interrelated governmental partners.
  • Collaborate with internal and external partners, including local jurisdictions, emergency responders, and regional transportation agencies, to ensure coordinated responses and integrated transit solutions.
  • Oversee the annual update and implementation of Metro’s system-wide Snow & Ice Response Plan, including pre-season planning, staff readiness, and cross-departmental coordination.
  • Continue the advancement of Metro’s broadening culture of care for transit operators and other public-facing staff and teams.
  • Support and develop new service delivery systems such as Metro’s Advanced Service Management.
  • Champion capital and operational projects related to TCC technology, facilities, and service enhancements, aligning with agency-wide goals and long-term system resiliency.
  • Promote and operationalize equity, inclusion, and social justice, both within the TCC and across Metro, ensuring that workforce and service decisions are responsive to the diverse communities we serve.
  • As a change-positive leader, drive organizational improvement and lead complex initiatives. Leverage both internally and externally guided change management and continuous improvement processes that strengthen operational performance and staff engagement.
  • Communicate and coordinate with all levels of staff and leadership across Metro, ensuring timely, accurate information-sharing, effective service monitoring, and operational consistency.
  • Make time-sensitive decisions under pressure, balancing service reliability, operator safety, public communication, and customer experience in a fast-paced, 24/7 environment.
  • Represent the TCC in agency-wide strategic planning, performance reporting, and service recovery efforts.
  • Engage in continuous leadership training opportunities as assigned.

Minimum Qualifications

This position is based on-site in Seattle and reports to senior leadership within Metro’s Operations Division. It requires excellent judgment, a deep understanding of public transit operations, strong interpersonal skills, and a commitment to King County’s values of service, equity, and collaboration.

Required Skills & Qualifications

Successful candidates will demonstrate the following leadership and operational competencies:

  • Clearly and effectively communicates across multiple levels of the organization, adapts messaging to diverse audiences, and ensures an accurate, timely flow of operational information.

  • Invests in the growth and performance of others by providing regular coaching, promoting individual and team belonging, and empowering staff to take ownership of their work and development.

  • Makes sound, time-sensitive decisions in high-stakes environments. Takes responsibility for outcomes and leads through uncertainty with confidence and transparency.

  • Works effectively within complex and multi-layered systems. Builds relationships across departments, understands organizational dynamics, and advances collaborative solutions. A successful bridge-building communicator with those interested and impacted by TCC processes but not familiar with operational details and challenges faced by the workgroup.

  • Leads others through change with clarity and empathy. Identifies areas for operational improvement and champions process innovation.


Candidates must have demonstrated experience and proficiency in:

  • Excellent verbal and written communication for internal coordination, report writing, and operational documentation
  • Ability to apply the principles, practices and techniques of labor relations that include interest-based or collaborative labor negotiations as well as grievance and arbitration processes
  • Knowledge of and ability to apply human resources management concepts, supervisory principles, employee performance evaluation, coaching and counseling practices, and federal, state and local laws related to employment, civil rights, and affirmative action 
  • Ability to apply workforce planning, budget administration, and project management principles 
  • Microsoft Office Suite (Outlook, Word, Excel, Teams, PowerPoint) for daily administrative and planning tasks
  • Facilitating and managing meetings, including cross-functional teams and incident response briefings
  • Public speaking and presentations, including updates to internal leadership and partner agencies
  • Ability to apply the principles, practices and techniques of labor relations that include interest-based or collaborative labor negotiations as well as grievance and arbitration processes
  • Knowledge of and ability to apply human resources management concepts, supervisory principles, employee performance evaluation, coaching and counseling practices, and federal, state and local laws related to employment, civil rights, and affirmative action 
  • Ability to apply workforce planning, budget administration, and project management principles 
  • Managing multiple priorities and competing deadlines, especially in fast-paced operational settings with various sponsors and partners
  • Working with diverse teams and advancing equity and inclusion in leadership practices


Desired Skills & Experience

Preference will be given to candidates with experience or familiarity in the following areas:

  • Transit dispatch or communication center operations
  • CAD-AVL systems (Computer-Aided Dispatch / Automatic Vehicle Location)
  • Two-way radio communications and protocols in transit or public safety environments
  • Transit service planning principals
  • Incident Command System (ICS) training or FEMA Homeland Security certifications
  • Experience coordinating with external agencies such as transportation departments, emergency services, or regional mobility partners
  • Knowledge of labor environments, union contract interpretation, and collaborative problem-solving with represented staff

Work Schedule 

This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. Work schedule is normally Monday through Friday, 8:00 am – 4:00 pm. Variations may be required depending on the demands and needs of the work.
