Your Command
As Regional Area Manager, you'll oversee all resources assigned to your region—from patrol supervision and gate operations to fleet maintenance and facility management. You'll supervise supervisors, manage scheduling and payroll, coordinate training programs, and ensure seamless operations 24/7/365. From budget preparation and purchasing to policy implementation and emergency response, you'll be the operational leader ensuring your region runs efficiently while maintaining the highest standards of service and safety.

The Ideal Leader
You bring an Associate degree (or 6 months to 1 year related experience) and ideally have prior experience with vehicle fleet operations, maintenance, and administration. You're proficient with Microsoft Office, skilled at managing budgets and purchases, and experienced in public agency or security operations. Most importantly, you're a confident decision-maker who can remain calm under pressure, supervise diverse teams, maintain confidentiality, and work effectively across all shifts in our 24/7/365 operation.

JOB SUMMARY
This position performs essential functions within the organization assisting the Senior Managers of Community Watch in overseeing the Regions of Community Watch. The Regional Sections encompass the management of all resources assigned to the region, including personnel assigned to patrol supervision, patrol driver, square patrol, gate attendants, administrative personnel, as well as maintenance of the Community Watch fleet and annex building.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to)
Administrative
- Performs duties as assigned by the Senior Managers, including representing the Senior Managers at district functions, staff functions and speaking engagements.
- Attends meetings and functions outside of normal business hours.
- Performs weekend on-call duties as assigned.
- Performs general administrative work as required, including but not limited to preparing reports and correspondence, record keeping and monitoring the budget, purchases, and expenses.
- Assists the Senior Managers with the development of policies and procedures.
- Reviews logs, reports and forms for accuracy and completeness.
- Researches, assesses, organizes, and implements new programs and services to ensure continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively to provide quality and seamless customer service.
- Interacts with staff to keep abreast of the status of current Operations Section programs to ensure efficiencies and effectiveness of same.
- Works directly with trainers to ensure that the most pertinent and effective training is being conducted.
- Maintains effective working relationships with VCCDD Department Heads.
- Participates in planning and conducting staff meetings to successfully educate Regional Section staff regarding policies and procedures with the Community Watch department.
- Manages all regional records to include hard copies and electronic versions. Responsibilities include organizing, storing, and archiving hard copies and electronic information.
- Responsible for the management of scheduling and payroll duties related to regional personnel.
Maintenance
- Maintains a recorded inventory of all equipment assigned to the region. Order supplies as needed.
- Monitors damaged gate reports to address and/or eliminate repeated calls regarding identifies problem gates.
Fleet
- Supervises and participates in the procurement and maintenance of Community Watch vehicles and patrol related equipment.
- Manages, assigns, and tracks use of vehicles, including mileage and vehicle condition.
- Analyzes and reports which vehicles are to be purchased and how they are equipped to the Senior Managers.
- Establishes and maintains daily/monthly/quarterly/annually required vehicle preventive maintenance services for all vehicles assigned to Community Watch.
- Ensures all vehicles and the assigned equipment of the region are properly maintained, regularly serviced and fully operational.
- Performs basic repairs when appropriate to fleet vehicles such as changing brake lights, flashlight repairs, radios, and various hardware items.
- Prepares and ensures accuracy of data related to vehicle fleet reports, mileage tracking, cost per vehicle, costs per tire mile and fuel mileage.
Budget
- Assist Senior Managers with annual budget preparation related to regional operation, including gate house repairs, fleet repairs, replacement costs, gate house enhancements, and personnel costs.
- Tracks purchases during the year to be certain budget allocations are not exceeded.
- Anticipates needs and complies with District guidelines regarding the transfer of funds.
Purchasing
- Supervises and participates in the procurement of supplies and equipment needed for the region’s operation, including patrol, gate house operations and fleet maintenance.
- Supervises the distribution of department uniform supplies to include shirts, hats, jackets, sweatshirts, rain jackets, etc. within the region.
- Evaluates Community Watch equipment such as tire brands, vehicle makes and models, safety equipment (cones and barricades).
General
- Performs general clerical work as required, including but not limited to copying and filing documents, entering and retrieving computer data and answering the telephone.
- Responds to resident concerns, issues, and general questions in a timely and professional manner.
- Communicates through a variety of mediums including written, oral, and electronic means.
- Demonstrates knowledge of department policies and procedures.
- Develops and maintains cooperative and courteous relations with residents, staff and the general public so as to maintain good will toward the District and to project a positive image.
- Assists in the development of long-range plans.
- Attends periodic training and conferences as directed.
- Maintains a working knowledge of the geography of The Villages.
Supervision
- The Regional Area Manager is responsible for the direct supervision of all supervisors in the region to include the on-duty communications supervisor.
- The Regional Area Manager will also be responsible for directly supervising Patrol Drivers and Gate Attendant personnel when necessary.
Additional
- Performs other duties as assigned.
- May be expected to perform additional duties in an emergency.

MINIMUM EDUCATION AND EXPERIENCE
- Associate's degree or equivalent from a two-year College or technical school, or six months to one-year related experience and /or training or equivalent combination of education and experience.
- Prior experience working with the operation, maintenance, and administration of vehicle fleets is desired.
MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS
- A valid Florida Driver’s License is required.
- Florida Class D Security Officer certification (training provided).
- CPR & AED training (training provided).
- Fire extinguisher safety (training provided.)
- Required FEMA (ICS) certifications must be completed within six months of hire.
- All candidates and employees must successfully pass a background screening.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES
Knowledge
- Experience dealing with the public, working in a public agency setting and working in an organization that will have provided applicable knowledge is desired.
- Experience in creating and establishing fleet policies and procedures, from vehicle assignment to replacement cycling and accident reporting.
Skills
- Intermediate or better proficiency in personal computer skills, preferably Microsoft Office package involving Word, Excel, Access, Outlook and PowerPoint.
- Successfully interact with others to include courtesy, tact and diplomacy as needed to provide/gather information, assign and follow up on work duties.
Abilities
- Ability to successfully read and comprehend materials such as statutes, ordinances, regulations, diagrams, technical reports, memos, correspondence, and written orders as needed to ensure work activities are accomplished according to policy and procedure and exchange or acquire information.

EQUIPMENT
- Position requires the regular use of all related communications equipment including radio transmitters and receivers, telephone/radio headsets, multi-line telephone systems, computer consoles and data communication terminals. Other equipment includes video/camera monitors, indoors and outdoors and hand tools.
