About the Role
Boulder County Human Resources (HR) Department is seeking to hire a Human Resources Business Partner - Employee Relations to support offices and departments. The Human Resources Business Partner (HRBP) is a journey-level classification. The Human Resources Business Partner performs a variety of complex human resources duties and works with a considerable degree of independent judgment and decision-making. This position reports to a Senior HR Business Partner and Employee Relations Manager in the Employee Relations Division and performs related work for the entire organization.
Hiring Range: $68,976.00 - $84,138.00 Annually
What You'll Do
- Employee Relations - Provide coaching assistance, conflict management guidance, disciplinary recommendations, and policy interpretation to all employees. Address complaints, coordinate investigations, and assist in fair, equitable, and timely resolution of conflicts.
- Policy Implementation - Educate employees on employee relations policies and procedures. Provide guidance on performance management, disciplinary actions, and employee development.
- Documentation Integrity -Review, edit, and ensure the accuracy of disciplinary documents.
- Legal Collaboration -Work with the County Attorney's Office and HR Director on employment-related legal matters.
- Workplace Culture -Monitor and address workplace culture and climate, encouraging supervisors and managers to create positive and inclusive environments.
- Training Programs -Facilitate training on performance management and employee relations.
- Process Improvement -Conduct business process analysis and needs assessments to enhance efficiency.
- Data Analysis -Collect and analyze data on employee relations issues to identify trends and develop improvement strategies.

Position Duties
- Supports employees and supervisors with employee relations, performance management, coaching, and internal processes and policies
- Provides technical Human Resources assistance to employees and the general public as needed
- Reviews and implements process improvements with a racial equity lens
- May serve as a neutral liaison for investigations related to harassment, discrimination, retaliation, and other workplace conduct issues.
- Assists with disciplinary review, including editing disciplinary documents and coordinating data collection as well as reviewing and recommending personnel actions in the areas of hiring, discipline and termination of county staff
- May participate in interview panels and guide hiring managers in the inclusive hiring process
- May teach and guide supervisors in employee relations processes and learning opportunities
- Completes special projects as assigned
- Collaborates with the County Attorney's Office and HR leadership to navigate employment law issues and minimize risk.
- May present and/or teach policies and procedures or other content both virtually and in-person.
- Maintain accurate and confidential employee records.
- Willing to travel to multiple locations on occasion, while maintaining a hybrid schedule
- Performs related work, as required
- May be reassigned during emergency situations
Minimum Qualifications

Education & Experience
- 6 (six) years of combined education and experience in human resources or related field.
- including 2 years of employee relations experience(coaching, mediation, labor relations, and workplace investigations).
Work Conditions
This is a full-time, benefited position that works primarily remote with an average of one day per month in-office, with onsite options in Lafayette, Longmont, and Boulder. This position will work Monday – Friday 8:00am - 4:30pm, with some flexibility available regarding schedule. Under FLSA guidelines, this position is exempt. Some travel within Boulder County is required. Under FLSA guidelines, this position is exempt.

- Must pass conditional post offer background check.
- Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

- Strong working knowledge of human resources principles and employee relations practices

- Experience conducting or supporting impartial workplace investigations

Preferred Qualifications
- Bilingual in English and Spanish
- SHRM or HRCI Certification
- HRIS experience
- Experience working in a unionized or government setting
- Knowledge of employment and labor laws applicable to public sector environments
- Proficiency in Microsoft Office (i.e., Word, Excel, PowerPoint, Teams, and Outlook)
- Experience supporting a hybrid work environment
