About the Department

Responsible for preparing construction plan sets and administration of construction activities associated with Public Works infrastructure projects under the supervision of the City Engineer. Performs and coordinates data collection, construction observation, material testing, surveying, record plans and public information duties during the construction phase for City projects.  Must be available for extended work days, call back and shift schedule changes during construction season.

Position Duties

  1. Uses AutoCad Civil 3D Computer Aided Design (CAD) software to produce construction drawings, compute alignments and grades, quantities and other information necessary for a comprehensive set of plans for the construction of streets, utilities, water resources or other engineering related projects.
  2. Plans and organizes work programs related to construction projects within the Public Works department for installation of streets, water mains, sanitary sewers, storm drainage systems, sidewalks, trails, fiber optic, pump stations, and water resources infrastructure.
  3. Performs construction observation on all types of infrastructure projects to ensure that construction is consistent with project specifications, plans, and codes.
  4. Performs or coordinates testing on materials used in construction projects and oversees tests performed by contractors for conformance to specifications.
  5. Coordinates construction surveying activities with survey crew. Prepares survey stakeout files for construction survey crews.
  6. Maintains complete daily and weekly work records and prepares monthly estimates of quantities for contractor payments.
  7. Performs necessary measurements and maintains complete records for accurate as-built drawings.
  8. Acts as liaison to contractor and the public to provide information and solve problems.
  9. Communicates with property owners about construction projects and keeps them informed of the status of projects. Answers questions about schedules and potential impacts to property.
  10. Manages the City's right-of-way ordinance and permitting process. Works with private utility companies on repair and placement of utilities in City right-of-way and easements.
  11. Coordinates project activities with other City departments and government agencies.
  12. Performs other duties consistent with the tasks of the position as may be assigned by the City.
     

Minimum Qualifications

Minimum Requirements:

  • Associate Degree in civil engineering technology, construction management or related field.
  • Two years of experience with administration of construction contracts, construction inspections, material testing and record plans for projects totaling a minimum of $5 million in construction contract costs.
  • Minnesota Department of Transportation Certification in the following practice areas, or ability to obtain within 12 months of hire:
    • Concrete Field: Level I
    • Grading & Base: Level I
    • Bituminous Street: Level I
    • Aggregate: Certification
  • Proficient in the use of AutoCad Civil 3D software and experience in preparing construction plan sets for municipal improvement projects.
  • Working knowledge of Microsoft Office software, including MS Word and Excel.
  • Demonstrated knowledge of technical principles and design standards for civil engineering.
  • Demonstrated ability to communicate effectively, both orally and in writing, directly, honestly, respectfully and in a professional manner with all employees, the general public, and elected officials.
  • Ability to establish and maintain effective working relationships with City staff in all departments, City Administrator, City Council, City commissions, contractors, owners, consultants, architects, and the general public.
  • Valid driver's license and good driving record.
Preferred Qualifications:
  • Bachelor's degree in civil engineering technology, construction management or related field.
  • Additional years of experience with administration of construction contracts, construction inspections, material testing and record plans.
  • Experience with city public works operations.
  • Experience in simultaneously managing several public improvement projects.
  • Minnesota Department of Transportation Certification in the following practice areas, or ability to obtain within 12 months of hire:
    • Concrete Field: Level II
    • Grading & Base: Level II
    • Bituminous Street: Level II
Working Conditions and Physical Requirements:
  • Work is performed primarily in a standard office environment and at project sites.
  • Must be available for extended work days, call back and shift schedule changes during construction season.
  • Primary job functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light weight (25 pounds); ability to perform physical tasks encountered during inspections at construction sites, including climbing ladders and walking over rugged terrain.
  • While performing the duties of this job, the employee is regularly required to use hands, feel or operate objects, use tools and keyboards, drive a vehicle, crawl inside manholes, and climb to heights or depths of twenty feet. Must frequently move, turn, lift and carry objects weighing up to forty (40) pounds. Specific vision abilities required by this job include close vision, color vision, distance vision, and depth perception.
