About the Department
Position Duties
Under administrative direction, is responsible for assisting with duties related to completion of projects, programs, or initiatives for a City division or department. Serves as the specialist to the supervisor or manager of projects, programs or initiatives. Provide administrative support, schedule meetings and ensure deadlines are met. Assist in creating schedules, timelines, and maintain project budgets. Provides reports, presentations, communications and correspondence as required. Performs other related duties as required.
Minimum Qualifications
A High School Diploma or GED is required. An Associate or Bachelor's Degree from an accredited two year or four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. One year of full-time paid experience in government or private industry is required. Substitution: Completion of a fellowship program, apprentice program, or other similar program; OR completion of a certification program, i.e., Project Management, Human Resources, etc. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License or State-issued identification card. Must be proficient utilizing all Microsoft Office products.

Example of Duties:
The H4EN Navigator, under the direction of the H4EN Project Manager and H4EN Project Coordinator, assists with the City’s targeted, housing-focused outreach and rehousing events to resolve unsheltered homelessness in the City of Cleveland, the “Home for Every Neighbor Program”. The H4EN Navigator will work in collaboration with the greater H4EN team in three key areas as well as other duties as assigned:
Outreach & Engagement
- Works with H4EN team to outreach active H4EN sites, completing intake, assisting with obtaining/collecting documents, and program enrollment.
Case Management
Provide housing case management to participants in the H4EN program with a focus on housing stabilization, and long-term housing success.
- Provide linkage to mental health, medical, and other services for all clients on their case load.
- Complete all required data entry, case notes and additional documentation required by the H4EN Program Coordinator.
Housing Location
- Serves on the city’s unit acquisition team, identifying viable properties to target for engagement.
- Engages landlords and property managers in discussions about the H4EN housing program as well as facilitate educational opportunities to landlords and property managers to foster more meaningful engagement.
- Coordinates with the H4EN Subsidy Administration team to ensure program subsidies are processed and paid in a timely manner.
- Ensures all data is entered accurately into inventory management system.
- 3 years' experience working with those experiencing unsheltered homelessness.
- 3 years' experience providing housing case management.
- Knowledge of innovative housing solutions and relevant housing programs and resources
Preferred Qualifications:
- Training in trauma informed care, conflict resolution and de-escalation, motivational interviewing and critical time intervention.
- Experience with landlord-tenant law and housing justice advocacy.
- Experience working with invoices and database management.
- Proficiency in Microsoft Office Suite.
- Clear and effective written and oral communication skills.
