About the Department
Position Duties
Under administrative direction, plans and conducts financial compliance and operational audits of designated City departments or divisions according to accepted auditing standards. Creating control test plans, performing internal controls testing, and documenting and reporting testing results. Performing data analysis in support of engagements (typically in planning phase). Supervises staff auditors and assists external auditors. Prepares audit reports and other external communications. Audits inventories, payroll, cash function, and vendors. Review the work of the staff to ensure completeness, accuracy and compliance with program standards. Performs other job-related duties as required.
Minimum Qualifications
Bachelor's in Business Administration from an accredited four (4) year college or university required. Three years of full-time paid experience in auditing required. Internal audit or government audit experience is preferred. Having a CFE, CPA or CIA is helpful. Strong written and verbal communication skills are required. Must maintain strict client confidentiality. Must be proficient in Microsoft Office Suites especially in Excel and have a working knowledge of various computerized accounting software packages. Prioritize and manage time effectively. Ability to work both independently and as an effective team member required. Must possess Valid State of Ohio Driver's License. Individual must be able to lift and carry a minimum of thirty (30) pounds Sitting or standing for an extended amount of time.

Duties and Tasks
- Can complete IT audit and advisory procedures for assigned projects efficiently, including testing the effectiveness of internal controls and/or adherence to policy/requirements
- Effectively documents applicable IT and Cyber audit and advisory findings, including recommendations for improving controls and complying with regulatory requirements
- Plans and conducts audit and advisory tests and procedures designed to evaluate the adequacy and effectiveness of controls for safeguarding City of Clevland Data and Assets
- Effectively collects and analyzes data from diverse sources, including utilizing computer-assisted auditing techniques, and coordinates documentation requests and clarifying questions with internal stakeholders
- Ability to select samples and generate clear and concise supporting documentation results against defined attributes
- Prepares and maintains complete and accurate support documentation in response to assigned auditing and advisory activities
- Documents applicable audit and advisory findings, including recommendations for improving controls and complying with regulatory requirements
- Assures appropriate completion of assignments; tracks time and organizes electronic audit and advisory documentation using applicable department software, systems, applications and infrastructure
- Maintains current and proficient knowledge of applicable federal, state, and local laws, regulations, policies, and procedures
- Complies with the Institute of Internal Auditors Global Audit Standards
Preferred Qualifications
- Demonstrates critical thinking skills, decisive judgement and can work both collaboratively and independently
- Can manage multiple priorities and projects with competing priorities at once
- Has general business knowledge of IT/Cybersecurity concepts, including familiarity with the Health Insurance Portability and Accountability Act (HIPAA), Security Rule/concepts and/or National Institute of Standards and Technology (NIST) Cybersecurity Framework
- Hands-on experience with cybersecurity auditing, assessment or consulting
- Proficient with Microsoft Office Tools
- Experience translating complex technical content into clear action items or presentations
- Familiarity with common cybersecurity frameworks, controls and terminology (example – CISSP concepts)
