Overview
The Quality Analyst is responsible for supporting the day-to-day implementation, evaluation, and continuous improvement of the Quality Management Plan (QMP) for Care Design NY (CDNY). The Quality Analyst is responsible for completing independent and team-based quality improvement initiatives to monitor CDNY performance, and to develop recommendations to improve the quality-of-service delivery and documentation. This position is responsible for working in a collaborative, team-based environment to review business processes, identify improvement opportunities, and develop recommendations including summary reports and Performance Improvement Plans.
The Quality Analyst works with several internal stakeholders to conduct quality improvement reviews by analyzing business processes, identifying root causes and barriers to optimal service delivery, and to review potential impacts improvement efforts have on outcomes of the individuals supported by CDNY. The Quality Analyst will also develop reports as required by CDNY, and their regulatory agencies, such as the New York State Department of Health (DOH), the Office for People with Developmental Disabilities (OPWDD), and Center for Medicaid Services (CMS).

Responsibilities
- Lead projects for Quality Improvement Plans supporting CDNY.
- Supports the Quality Management Plan through collaborative reviews of processes and workflows to support the missions of CDNY.
- Establish and maintain a working knowledge of CCO regulation requirements and expectations for providing high-quality care services to people with I/DD.
- Interpret data regarding outcomes of individuals enrolled with CDNY to implement the most relevant business processes for improvement.
- Facilitate collaborative team reviews of business processes and workflows to identify performance improvement opportunities that generate improved outcomes for individuals enrolled with CDNY.
- Responsible for identifying trends in data as they relate to the evaluation of care management service delivery processes, and Life Plan documentation.
- Produce Performance Improvement Plans in alignment with the Quality Management
- Responsible for high-risk review and person-centered protocol review/ audits.
- Collect and analyze data from internal audits, satisfaction surveys, and other quality assessments.
- Produce comprehensive summary reports of the Quality Review process, methods, findings, and
- Contribute to the investigation and resolution of quality-of-care complaints.
- Clearly and effectively communicate the quality review processes, status, and findings to team members, other departments, and CDNY leadership.
- Monitor performance indicators in the Quality Management Plan to assess CDNY performance standards and benchmarks.
- Develop and recommend quality metrics through the review and utilization of the care management tools such as I AM, CQL POMs, the CAS/DDP2, and other assessments as needed.
- Meet all training requirements on time.
Qualifications
- Bachelor’s Degree required.
- Minimum of two years of experience in a developmental disability or healthcare organization, and relevant experience in areas of quality management required.
- Familiarity and understanding of state and federal regulations and standards applicable to NYS Care Coordination Organizations Health Home is preferred.
- Demonstrated ability to troubleshoot problems and determine appropriate corrective options.
- Excellent organizational skills and attention to detail.
- Excellent verbal, written and interpersonal communication skills.
- Excellent documentation, analytical and problem-solving skills.
- Proficient working knowledge of Microsoft Word, Excel, and PowerPoint required.
- Willingness to use software applications required to assist in the quality improvement reviews.
- Candidate must possess ability to achieve results with interdepartmental collaboration environment.
- Must live in the greater Care Design NY Service area (New York State).
