The Department of Planning and Development (DPD) coordinates Philadelphia’s planning, zoning, preservation, and housing functions to promote the economic health of all neighborhoods and the City. DPD includes the Divisions of Executive Administration, Housing and Community Development (DHCD); Planning and Zoning (DPZ); and Development Services (DS). DPD also contracts with the Philadelphia Housing Development Corporation (PHDC), Philadelphia Land Bank and Philadelphia Redevelopment Authority as well as departments within the city that perform community development block grant program activities.
DHCD has an annual budget of nearly $200M from local, state, and federal funding sources including the United States Department of Housing and Urban Development (HUD). Each year, HUD requires DHCD to complete an Annual Action Plan (includes program budget and plan for affordable housing, neighborhood, and economic development programs) approved by City Council. DHCD also manages other HUD grants such as Choice ($30M), CARES Act ($40M), HOME-ARP($40M), and CDBG-DR($160M). The Department also contracts with over 80+ non-profit agencies each year to carry out programs for low-income residents and communities. The City has secured a local source of funding to support the Mayor’s H.O.M.E. plan that would provide an additional $800 million for housing development, programs, and services over the next four years. DHCD will play a major role in the implementation of that plan.
Job Description:The Oracle Database Administrator is a full performance technologist responsible for providing operational data management services to the City. This responsibility includes functioning as an experienced professional able to understand and independently implement the standards of OIT’s Oracle practice. This position reports to the IT Director, Data Management and receives guidance and direction from Principal Database Administrators.
Essential Functions
- Provides hands-on operational support to the City’s mission critical databases: Oracle, SQL Server, PostgreSQL.
- Contributes to the sustainability and ongoing support of the Oracle Enterprise Database Platform under the guidance of the Principal Oracle Database Administrator.
- Collaborates with the GIS team to ensure that their PostgreSQL databases are properly supported.
- Performs general Database Administration: DBMS software install, database object management, startup and stoppage, patching and upgrade, etc.
- Identifies performance issues and carries out Performance Tuning.
- Participate in database software products evaluation.
- Monitors database management systems (DBMS) and data reporting platforms across the Solution Deployment Life Cycle (Development, Test, Production) and insures that they perform within the expected service level.
- Participates in the collection of database operations metrics for reports and capacity planning.
- Execute the established database operation policies, procedures and processes.
- Understand and execute the database security policies, procedures and processes.
- Perform reliable backup and restore operations that meet the operations level requirements.
- Provisions DBMS user access in accordance with the established data management procedures and policies.
- Participates in the database operation cost accounting and budgeting process.
- Abides by the various data management compliance requirements: HIPAA, Criminal Justice System, IRS, etc.
- Regularly communicates with the customer and address or escalate any identified dissatisfaction.
- Shares technical knowledge with the Database Management Group team.
- Participates in the review and approval of software solution architectures.
- Writes database and reporting systems operations automation scripts.
- Performs various data management operations and configurations: Data ETL(extraction, transformation and load), data replication, data profiling, etc.
- Create and maintain documentation on architecture, standards, and processes

- Operational Knowledge of Database Programming Languages
- General Knowledge of Software Programming (mastery of a programming language is a plus).
- Knowledge of ITSM/ITIL concepts and processes (Incident Management, Change Management, Problem Management, Release Management, etc.)
- Working Knowledge of Microsoft Office Products: Visio, PowerPoint, Excel, Word
- Knowledge of a database reporting software: SSRS, Business Objects, Oracle BI, Power BI, etc. is a plus
- Knowledge of Data Warehousing Concepts is a plus.
- Knowledge of Information Security Concepts: Identity and Access Management, etc.
- Knowledge of Network Architecture concepts.
Qualifications:
Education
- Completion of a Bachelor’s Degree program at an accredited college or university which has included a course in computer science, mathematics, business or equivalent.
- Completion of a Masters in Information Systems (MIS) is a plus
Experience
- 5 years in information technology and data management
Salary: $75k-85k
