THE TEAM
The Information Management (IM) Division at the Port of Long Beach (Harbor Department) is a vibrant team of 23 professionals, backed by an impressive annual budget of $11.3 million. This dynamic division is the heartbeat of the Port’s information ecosystem, responsible for shaping and safeguarding all aspects of data management. THE ROLE
Under the leadership of the Assistant Director of Information Management, the Manager of Infrastructure Operations leads the infrastructure operations group to optimize the availability and performance of critical business applications and services in both on-premise and cloud environments.

Position Duties
HOW YOU GET TO CONTRIBUTE:
- Lead the implementation and continuous improvement of IT Service Management (ITSM) practices based on ITIL standards across all infrastructure operations.
- Manage IT infrastructure service delivery to ensure high availability, performance, and operational resilience in coordination with the Manager of Network Operations Center.
- Design, implement, and optimize hybrid and multi-cloud environments, with a primary focus on Microsoft Azure, while serving as the cloud architecture lead for the organization.
- Oversee modernization efforts for infrastructure components, including server lifecycle management, enterprise backup solutions, and infrastructure automation.
- Provide oversight for infrastructure applications that enable enterprise security operations, such as identity management, endpoint protection, and log aggregation, without being directly involved in cybersecurity operations.
- Collaborate closely with the Network Operations Center and other Information Management functional teams to align system, network, applications and technical strategy ensuring cohesive operations across teams.
- Build and mentor a high-performing team of infrastructure professionals, including cloud engineers, system administrators, and service delivery staff.
- Partner with the Business Continuity and Disaster Recovery teams to ensure infrastructure readiness for failover, recovery time objectives, and resilience planning.
- Monitor and report on infrastructure operational metrics, including system uptime, capacity planning, incident trends, and service level agreement compliance, using dashboards and executive reporting tools.
- Develop and maintain strong relationships with Microsoft and other key vendors to support cloud strategy, resolve escalations, and leverage partner innovation.
- May serve on interdepartmental committees.
- Perform other duties as required.
Minimum Qualifications
EDUCATION, KNOWLEDGE & EXPERIENCE:
- Bachelor’s degree in Computer Science, Information Systems, or a related field required.
- Five or more years of progressive experience in infrastructure operations and service delivery, managing large information technology projects or managing and supporting large, complex business critical systems required.
- Three years managing or supervising information technology staff required.
- Proven track record of implementing ITSM frameworks in enterprise settings.
- Five or more years of experience with Microsoft Azure cloud services and hybrid cloud architectures.
- Experience working in partnership with Network Operations, Cybersecurity Operations, Enterprise Architecture and Business Application teams.
- Strong documentation and communication skills with a focus on process improvement.
- Demonstrated success in managing vendor relationships and negotiating service contracts.
TECHNICAL SKILLS NEEDED:
- Ability to lead change and innovation through creative problem solving and strategic thinking.
- Ability to exercise discretion to maintain appropriate levels of confidentiality and follow procedures for handling security sensitive information.
- Requires high level proficiency in the use of MS Office, including Word, Excel, PowerPoint, Visio, Project, Outlook and other related applications.
- Ability to handle frequent interruptions, and to prioritize tasks to complete multiple assignments with competing deadlines.
- Must be systematic, logical, and detail-oriented thinker with ability to analyze and resolve difficult technical problems.
- Ability to resolve conflict, communicate effectively, coach and train employees, recognize performance, and foster diversity and teamwork.
- Ability to communicate both orally and in writing.
- Ability to comprehend complex information.
- Ability to research, organize and analyze data from a variety of sources.
- Ability to develop conclusions and make recommendations based on evaluation of facts.
DESIRABLE:
- Master’s Degree Computer Science, Information Systems, or a related field is highly desirable.
- Five years managing or supervising information technology staff is highly desirable.
- Information Technology Information Library (ITIL) Foundation or higher v3 or v4.
- Project Management Professional (PMP).
- Microsoft Certified: Azure Fundamentals.
- Microsoft Certified: Azure Solutions Architecture Expert.
- CompTIA Cloud+ or equivalent.
- AWS Certified Solutions Architect – Associate.

THE BENEFITS:
The Port of Long Beach has established an annual salary range of $157,128.466 - $219,980.687 (placement depends on qualifications). An attractive package of executive-level benefits is included with the opportunity to work in one of the most diverse and dynamic areas of the United States:
- Auto Allowance – $550.00 per month
- Executive Leave – 40 hours per year.
- Retirement – CalPERS 2% @ 62, coordinated with social security. Current member contribution is 8.00% for CalPERS, and 6.2% for social security, paid by the employee.
- Pay for Performance – Pay for Performance is awarded based on employee performance as demonstrated through achievement of individual goals, demonstration of required competencies, and available budget funds.
- Deferred Compensation – The City contributes up to 5% of the base salary for all qualified members contributing to the 457(b) plan.
- Group Health Insurance – Medical and dental options (HMO and PPO). Free vision coverage.
- Life Insurance – City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000.
- Disability Insurance – City-paid short- and long-term disability insurance.
- Vacation – Vacation is accrued at the equivalent of two weeks on an annual basis. Vacation can be used after six months of service. An employee’s vacation accrual may be adjusted upon hire to provide credit for previous full-time employment at a public service agency. Credit for public service shall only be given for completed years of service as a full-time permanent employee. Public Service credit shall not apply to any other benefits.
- Sick Leave – Accrued at 8 hours per month. Accruals may be converted upon retirement to cash credit toward health and /or dental insurance premiums or retirement service credits.
- Paid Parental Leave – After six (6) months of City employment, the City pays up to 30 consecutive days (160 hours) for eligible employees to take paid time to bond with the child upon birth, adoption, or foster placement of a child, up to the age of 17.
- Holidays – 11 scheduled holidays per calendar year and four (4) personal holidays.
- Education Reimbursement – Tuition reimbursement allows employees to obtain additional education or training.
- Annual Physical – Eligible to receive an annual physical examination at the city's expense through the city-provided program.
- Public Student Loan Forgiveness – As the Harbor Department of the City of Long Beach, a governmental agency, the Port of Long Beach is a qualifying employer for the Public Student Loan Forgiveness (PSLF) program.
- 529 college savings plan – The ScholarShare529 plan is an account that allows employees to invest specifically for future education expenses through the Long Beach City Employees Federal Credit Union. Funds can be used from your 529 savings plan to send your grandkids, kids, or even yourself to any accredited public or private U.S. college or university or two-year technical or vocational institution.
