About the Department

The Engineering Services Department consists of three separate sections Project Management/Project Delivery, Land Development, and Transportation, with a total of twenty-four (24) staff members that span various roles.

Position Duties
THE POSITION
Are you ready to take your engineering career to the next level? We are currently seeking a dynamic individual to join our team to fill an Associate Engineer position in our Transportation Section. This newly created position will serve a key role in the Department, acting as a utility player that will primarily work on transportation related items, but also provide support for both Land Development and Project Delivery/Project Management.
The Associate Engineer will be expected to perform a variety of routine to moderately difficult professional level traffic engineering work in review, design, administration, and implementation of traffic control systems, traffic safety, and traffic operations. The Associate, while not a direct supervisor, may serve as a lead over a lower-level employees on a project-by-project basis
Transportation Section
The Transportation Team consists of one (1) Engineering Technician, one (1) Assistant Engineer, and one (1) Traffic Engineer. Reporting directly to the Traffic Engineer, the Associate Engineer is a new position offering the chance to make a significant impact and operate with a significant degree of autonomy.
The Transportation Section is responsible for the operation of the City’s traffic signal network and implementation of the Traffic Management Center, updating traffic signal timing, coordinating with the Land Development Section on new developments and traffic impact analysis, and working closely with the Project Management/Project Delivery team by providing support in delivering the City’s Major Projects Program. Working with the Project Management/Project Delivery team, the Associate Engineer may be given the opportunity to provide assistance in the design, construction, and installation of various public improvements throughout the City. The Associate Engineer may provide technical assistance to the Land Development team by reviewing Traffic Impact Analysis scoping memos, traffic signal and signing/striping plans, traffic control plans, and general traffic engineering guidance.
Notable Projects You May Work On
As part of the Engineering Services team, you’ll have the opportunity to be a part of rewarding projects that make a visible impact in our community. Some of the exciting projects currently underway at the City of Rancho Cucamonga include:
- Active Transportation Plan and Local Roadway Safety Plan Implementation - Two separate planning efforts to set the foundation for prioritizing future infrastructure projects for both the City’s CIP and future grant applications.
- ATMS Phase 3 - Expansion of the City’s Advanced Traffic Management System, Phase 3 is in design. Phase 2 is currently in construction.
- Updating the City’s Traffic Signal Communication’s Master Plan – With ATMS Phase 2 in construction and Phase 3 in the design phase, the associate will assist the Traffic Engineer with updating the existing master plan.
- Updating the City’s Local Road Safety Plan – The City has moved forward on implementing most of the suggested improvements/enhancements in the current Local Road Safety Plan. Per HSIP grant requirements, City is required to update plan every 5 years.

You’ll be responsible for:

- Providing technical engineering support for traffic engineering projects and studies.
- Performing a variety of field and office duties in support of the City’s Transportation Section.
- Preparing staff reports and occasionally presenting to Planning Commission and/or City Council.
- Exercising sound engineering judgement utilizing established guidelines, policies and best practices.
- Responding to and researching inquiries from the public, utilizing excellent customer services skills.
Desirable Qualifications:
- Professional experience in traffic engineering, with knowledge and practical experience in:
- Traffic engineering principles, methods, and transportation planning in a local government context.
- Design, review, and construction of traffic-related projects and infrastructure.
- Applicable laws, codes, and standards related to traffic control systems and roadway improvements.
- Industry-standard software such as AutoCAD Civil 3D, Synchro, Centracs, Accela, and Microsoft Office.
- Familiarity with key references and standards, including CA MUTCD, Caltrans manuals, APWA standards, the Highway Capacity Manual, CVC, CEQA, and the San Bernardino County Congestion Management Plan.

Minimum Qualifications
Education and/or Experience:
Graduation from an accredited college with a Bachelor's degree in civil engineering or closely related field and three years of progressively responsible professional experience in civil engineering or a closely related field or any combination of training and experience that provides the desired knowledge and abilities.
Knowledge, Skills, and Abilities:
Knowledge of engineering principles and practices as applied to public works, including planning and development, design, and construction; methods and techniques utilized in the preparation of public works project designs and related plans, specifications, and cost estimates; related federal and state laws, ordinances and regulations. Ability to perform professional engineering work, including project design; direct the work of others involved in related activity; interpret and apply related laws, ordinances, and regulations; use a personal computer system to solve engineering problems and prepare correspondence; prepare and maintain records and reports; meet the public in situations requiring diplomacy and tact; deal constructively with conflict and develop effective resolutions; communicate effectively both orally and in writing; establish and maintain cooperative working relationships.
Special Requirements:
Possession of valid certification as a Civil Engineer or Traffic Engineer issued by the California State Board of Registration for Civil and Professional engineers is desirable.
Possession of or ability to obtain an appropriate California drivers license and a satisfactory driving record.
