The Park District is currently recruiting for a Police Services Technician I / II in the Police Administration Department of the Public Safety Division. This on-site position will be headquartered in Castro Valley, CA at Public Safety Headquarters. The East Bay Regional Park District's Police Department serves over 25 million annual visitors. We are a full service POST-recognized law enforcement agency with 76 sworn officers, including Command Staff. Our department includes a variety of units and patrol opportunities such as Air Support, Marine, Equestrian, Special Enforcement (including off-road vehicles), Investigations, and a 24-hour 9-1-1 Dispatch Center. WHAT YOU'LL BE DOING:
Performs a wide variety of non-sworn specialized, technical and general office duties in support of the police function. Positions in this classification may rotate to various units of the Police Department, including but not limited to Property and Evidence, Communications/Records, Personnel and Training, Support Services, Patrol Operations, Detectives, Special Enforcement, and Volunteer Trail Safety Program.
Position Duties
- Respond to crime scenes as requested to identify, document, collect, catalog, and process evidence;
- Perform photography duties as requested;
- Prepare detailed reports on collected and processed evidence;
- Collects, catalogs, preserves, packages and transports evidence and property as directed;
- Logs all evidence into system;
- Issues citations for parking infraction violations, issues crime prevention notices;
- Arranges for towing and impoundment of vehicles;
- Performs traffic and scene control and direction including at traffic accidents, crime scenes, fires, special events, and weather-related incidents utilizing hand signals, flashlights, flares, traffic cones and/or other barriers;
- Moves, lifts, positions stanchions, barricades and other heavy objects to establish temporary traffic routes and cordon zones;
- Takes reports of property damage, medical emergency incidents and minor cold (not in progress) crimes;
- Processes police, fire, medical and field report;
- May provide clerical assistance in a general support capacity such as typing, filing, answering phones, responding to inquiries from the public and other agencies, maintaining message logs, entering and retrieving computerized data, as needed;
- Provides general assistance and direction to the public;
- Performs gate closures and visual checks of buildings and facilities;
- Collects and logs monies from members of the public paying fees for towing, dog permits, report copies, fines, or other services;
- Conducts high visibility patrols, information checkpoints to educate park users;
- Assists in the coordination and participates in special events such as training exercises and job fairs;
- Transports mail as needed;
- Testifies in court as necessary; performs First Aid and CPR as needed;
- Performing dispatch work on a relief or as-needed basis;
- And performs other related duties as assigned.
Minimum Qualifications
Police Services Technician I:
Education: Equivalent to the completion of the twelfth grade; and
Experience: One year of responsible general office work experience which includes public contact, preferably in a public safety department or office setting; or
Substitution: 30 semester or 45 quarter units of coursework in criminal justice or related field of study may be substituted for the required one year of work experience.**

Police Services Technician II:
Education: Equivalent to completion of the twelfth grade; and
Experience: One year as a Police Services Technician I with the East Bay Regional Park District; or
Substitution: Two years of responsible general office work experience which includes public contact, preferably in a public safety department or office setting
License or Certificate: Possession of a valid California Driver's License with a satisfactory driving record is a condition of initial and continued employment in this classification.
Other Qualifications
Knowledge of:
- Principles, practices, and safe work methods used in collecting, processing, logging, storing, and safeguarding evidence, property, and materials including hazardous materials;
- Basic law enforcement theory, principles, and practices and their application to a wide variety of services and programs;
- Proper safety methods and procedures affecting assigned duty station;
- Basic interviewing methods and principles;
- Methods and techniques used in customer service and public relations;
- Proper English usage including spelling, grammar, and punctuation;
- Modern office procedures and practices; computer applications such as Microsoft Windows, Word, Excel, Outlook, etc.
Ability to:
- Learn, interpret, and apply departmental policies, rules, laws, regulations and ordinances pertaining to law enforcement work applicable to area of assignment;
- Practice sound judgment daily in maintaining critical and sensitive information, records, and reports in emergency or critical situations;
- Write clear, concise, accurate, and comprehensive reports and statements;
- Communicate effectively both verbally and in writing, as well as with diverse groups and people demonstrating effective interpersonal skills and sensitivity;
- Multi-task and adjust effectively to changing work assignments;
- Effectively follow oral and written instructions;
- Perform general support and record keeping duties such a filing, typing, and making mathematical computations;
- Operate a motor vehicle for travel to various locations;
- Use and operate assigned tools and equipment including portable radio, camera, evidence kits;
- Move heavy items of property and evidence weighing up to 35 pounds;
- Use and operate basic standard office equipment such as a computer, telephone, copier;
- Establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal and external customers.
Conditions of Employment:
- Pass level 3 background check; pass a pre-employment physical
- Current First Aid and CPR certificates are required as a condition of completion of probation and continued employment in this classification
- Willingness and ability to work outside under adverse weather conditions such as heat, cold, and rain
- Work any shift including modified or condensed work weeks, holidays, weekends, scheduled and emergency overtime
- May be required to wear a uniform
Union Affiliation: The East Bay Regional Park District's Police Association (PA) represents this classification. Wages, hours and other terms and conditions of employment are covered in an agreement between the Park District and the PA. The probationary period for this classification is twelve (12) months.
