Location: Birmingham

Salary: Base salary is £54,878 to £64,562 depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

As a Senior Disposals Manager you will be responsible for creating and delivering an ambitious programme of disposals of surplus land and property (predominantly residential) from the HS2 portfolio. 

About the role: 

  • Manage and lead the strategy to the disposal of surplus land and property from the HS2 managed portfolio to ensure operational objectives are supported and best value is achieved.
  • Lead on the internal governance, approvals, valuations, agency instructions and tenant liaison.
  • Working closely with the Senior Property Management Surveyors to agree management strategy for assets which have been shortlisted for disposal.
  • Management of the internal clearance process with all relevant stakeholders to ensure no operational requirement for subject assets and that disposal will not otherwise be detrimental to the business. 
  • Responsible for taking all proposed disposals through HS2 and DfT governance to obtain formal approvals for sale, having due regard to statutory and policy requirements.
  • Oversight of effective engagement and communication with affected parties including tenants and former property owners where relevant.
  • Instruction and management of all relevant suppliers including managing agents, valuation surveyors and estate agents to ensure high levels of service in line with agreed contractual terms.
  • Liaising with agents to review and discuss all aspects of marketing and handling/acceptance of offers to ensure best value achieved.
  • Engagement with our internal legal team to oversee the instruction of solicitors and overall management of the conveyancing process drawing on all aspects of the supply chain as required.
  • Working with our internal finance teams to manage the handling of receipts, forecasting and financial reporting. 
  • Responsible for overall programme management of the disposals programme and associated internal reporting. 
  • Actively continue to build, develop and refine processes required to deliver the programme in accordance with HS2 and DfT policy and strategy.
  • Collaborate and communicate with other members of HS2 Land & Property Department team to ensure a common and consistent approach is adopted across HS2.

About You:

Skills

  • Ability to review and analyse specific cases to achieve outcomes which balance multiple objectives.
  • Ability to create, manage and modify strategic delivery plans for property disposals, balancing pace, value and stakeholder engagement.
  • Ability to advise senior stakeholders on obtaining the best value for tax payers.
  • Communicating effectively with teams to ensure smooth flow of information. 
  • Skill in developing public facing communications.
  • Capability in project management techniques such as planning and organisation. 
  • Report writing skills and data compilation and analysis.
  • IT skills, including Word, Excel, PowerPoint or equivalent.
  • Ability to access, analyse and maintain information from multiple IT databases and systems.

Knowledge:

  • Chartered Surveyor (or equivalent) with knowledge of dealing with all aspects of valuation, property disposal and programme management.
  • Knowledge of legal obligations in relation to disposal of property.
  • An understanding of the compulsory purchase process or other government compensation schemes (training will be provided).

Experience:

  • Experience of working in the property sector with involvement in both valuation and agency across a variety of asset types.
  • Ability to lead and operate in a team environment, engaging with multiple stakeholders to achieve departmental objectives whilst supporting the wider business.
  • Experience of working with suppliers to develop effective working relationships and manage performance to ensure delivery through the supply chain.
