Job Profile
Reporting to the Manager of Human Resources, the Compensation Analyst, specializes in Compensation and Job Evaluation and is responsible for managing and administering staff compensation plans. The Analyst will provide in-depth analysis and recommendations on compensation related matters and will be a key contributor to the annual compensation process. The Analyst will also oversee and facilitate all Job Evaluation and Pay Equity programs and related processes. The Analyst will collaborate with and advise colleagues in Human Resources and leaders across the organization on matters related to compensation and job evaluation.
What you will be doing
- Develop proposals and recommendations for the design, development, and implementation of new compensation programs and contribute to recommendations on strategies to improve the effectiveness of the compensation policies and the impact those policies have on recruitment, engagement, and retention.
- Conduct research and analysis on market compensation trends, legislative requirements, and ministry directives related to the municipal sector compensation policies; participate in compensation surveys and/or compilation of market data to assist in external benchmarking.
- Manage the annual compensation planning and administration, (including financial modeling and budgeting) as well as the preparation of all supporting communication materials, instruction packages and employee letters.
- Provide subject matter expertise to both employees and managers in areas of job evaluation, pay equity, salary administration, and compensation structure design.
- Manage the administration of all Job Evaluation plans and ensure compliance with pay equity guidelines, Living Wage guidelines and all applicable legislation.
- Lead and coordinate the Job Evaluation Committee group(s) and manage the process of new job classifications, re-evaluations and appeals.
- Create and maintain training materials, SOPs, user manuals, and other documentation relating to job evaluation and compensation processes and procedures; maintain all supporting documentation related to compensation and job evaluation for retrieval and audit purposes.
- Deliver training programs for union and non-union job evaluation committees on their responsibilities, evaluation tools, and processes; and, train staff and management on the job evaluation process.
- Develop and recommend improvements to policies, procedures, documentation, forms, and tools for managers and employees as they relate to the Job Evaluation System.
- Maintain all job description records. Provide guidance and recommendations with respect to development and updating of job descriptions. Ensure that records are up to date and in compliance with collective agreements/policies and procedures.
- Analyze cost implications of developing new salary ranges and structures.
- Analyze and interpret complex financial and statistical HR data.
- Participate in annual corporate salary budget preparation, including compensation, HR data surveys and other division projects, including job evaluation and position control management.
- Perform miscellaneous job-related duties as assigned.
Education
Undergraduate Level - Four years degree in Human Resources Management, or equivalent
Certifications
Certified Compensation Professional (CCP) or equivalent
Experience and Knowledge
- Demonstrated experience in Compensation and Job Evaluation plans; in a municipal environment.
- Excellent communication skills; ability to communicate complex issues using plain language and communicating with tact and diplomacy while maintaining confidentiality
- Experience with Microsoft Office, including Word, Outlook, PowerPoint and expert level Excel skills; including the ability to create complex spreadsheets using advanced formulas and features
- Extensive knowledge of relevant workplace and employment legislation such as: Pay Equity Act, Employment Standards Act, Income Tax Act, and Human Rights Act; and an understanding of union collective agreements/environments.
- Valid Class G driver’s license with access to a vehicle.
