Responsible for the overall daily programmatic of the general residential operations (GRO). Supervises all Shift Supervisors, and at times Assistant Supervisors, and Youth Care Specialists. Responsible for the operation’s compliance with all applicable licensing minimum standards, DFPS/DSHS contract standards, and Council on Accreditation program standards.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Supervises the daily operations of the GRO for children within guidelines set by the agency, the minimum standards set by licensing and adherence to the contractual elements outlined in a contract for service with the Texas Department of Family and Protective Services (DFPS) and Department of State Health Services (DSHS).

· Maintains program costs within budget, i.e., staffing, program supplies and office supplies.

· Supports, motivates, and supervises Shift Supervisors and other assigned staff to ensure effective implementation of our agency’s mission and vision and compliance with all agency policies/procedures, COA standards, and licensing minimum standards.

· Facilitates and maintains appropriate communications and relationships between the Clinical Director, other agency staff, professionals and the community.

· Ensures timely and accurate documentation of all required incident reports, client satisfaction surveys, medication errors, injuries, illnesses and hospitalizations.

· Establishes and clearly communicates performance expectations and delegated responsibilities.

· Provides ongoing supervision, coaching, training and support to staff.

· Models positive service practices with staff through 1:1 bi-weekly supervision and weekly group supervision.

· Maintains active floor presence as deemed necessary during weekday/weekend shifts and during peak times. Adjusts schedule as needed to accommodate weekend/overnight presence.

· Maintains high performance standards for staff.

· Communicates all incidents to the Vice President of Direct Care.

· Participates in the hiring process for all direct care staff and makes recommendations as needed.

· Reviews staffing coverage by reviewing all schedules in advance.

· Completes annual performance evaluations for all direct reports.

· Participates in CQI, other assigned committees, and other activities within the agency.

· Be available for emergency coverage on short notice, if necessary.

· Oversees the annual required training and continuing professional development of supervisors and the residential counselors.

· Ensures all staff receives initial and ongoing Trauma Informed Care and Trust-Based Relational Intervention training.

· Develops staffing pattern that meets the child/caregiver ratios stipulated in Minimum Standards for General Residential Operations and Residential Treatment Centers.

· Ensures program activities meet standards of the Council of Accreditation (COA)

· In conjunction with the Clinical Director, monitors and provides oversight for medical and dental services to include scheduling.

· Ensures persons whose behavior or health status presents a danger to children are not allowed at the facility/operation.

· Facilitates the general maintenance upkeep of the facility along with the VP of Direct Care; ensures facility meets licensing standards and safety guidelines.

· Designated as the safety officer for the program focusing on accident reduction.

· Collaborates to develop and post weekly activity schedule for children residing in the treatment center.

· Conducts annual evaluation in accordance with Minimum Standards for GRO’s providing Treatment Services.

· Establishes and maintains a system to ensure an employee is available to handle emergencies.

· Ensures contract performance data (outcomes/outputs) is submitted quarterly.

· Ensures both DFPS and DSHS contract requirements are met and/or exceeded.

· Ensures that the Clinical Teams completes DFPS/DSHS intakes thoroughly and expediently to include after hours.

· Meets or exceeds individual and department goals.

· Implements TBRI practices by meeting complex needs of children, using Empowering Principles to meet physical needs, Connecting Principles for attachment needs, and Correcting Principles to disarm fear-based behaviors.

· Coaches to create structured, focused interaction with learners and uses appropriate strategies, tools, and techniques to promote desirable and sustainable change for the benefit of the learner, making a positive impact on the organization.

· Performs related duties and fulfills responsibilities as required.

Requirements

MINIMUM REQUIREMENTS:


EDUCATION AND EXPERIENCE:

· Minimum of bachelor’s degree applicable to nonprofit activities (social work, counseling, business, management, etc.) required; at least five (5) years’ experience in a residential childcare setting may substitute for education.

· A Licensed Child Care Administrator certification is required or the ability to obtain one within 90 days of hire.

· Supervisory experience managing multiple systems of care with knowledge of nonprofit management to include budgeting and staff management.


KNOWLEDGE, SKILLS, AND ABILITIES:

· Working knowledge of residential treatment center operations to include licensing standards, accreditation standards, and contract management.

· Knowledge of nonprofit management including budgeting and personnel management.

· Computer literate with Microsoft Office (Word, Excel, PowerPoint) and Microsoft Outlook.

· Within a year of employment, may be required to attend and complete the Trust-Based Relational Intervention (TBRI) curriculum training.

· Ability to supervise a staff of varying educational and experiential backgrounds.

· Ability to learn to use Extended Reach..

· Able to write clearly, accurately, and descriptively using appropriate vocabulary, grammar, and language.

· Skills in organizing work in a responsible way in an environment with multiple challenges and priorities.

· Working knowledge of Trauma Informed Care as defined by DFPS and contract.

· Excellent organizational skills and attention to detail.

· Excellent time management skills with a proven ability to meet deadlines.

· Ability to communicate clearly and effectively.

· Ability to establish and maintain effective working relationships.

· Favorable background check and drug test; TB test at time of employment and completion of questionnaire annually.

· Valid driver’s license and auto insurance; maintain driver’s license with a clear driving motor vehicle record in accordance with established guidelines of the corporation; access to reliable and safe transportation for self.

· Carry a cell phone; on-call as required.

· Ability to perform all the physical requirements of the position, with or without accommodations.


DESCRIPTION OF WORK ENVIRONMENT:

Position is assigned to the Direct Care Department. The physical demands of the position are generally sedentary—the working environment is inside. However, supervision of personnel and reacting to service demands will be constant and time-consuming and requires 24-hour availability via cell and in-person. The Program Director’s work schedule will vary given the nature of the facility. Weekend supervision required twice a month (6 hours minimum).
