The Enterprise Program Management Project Manager Senior is responsible for leading individual projects and programs that align with strategic and enterprise-level directives for the Teacher Retirement System of Texas (TRS). The incumbent will lead the planning and managing of enterprise-level projects from initiation through implementation and project closure, and assist with ongoing improvement efforts. This position will proactively work with the Enterprise Program Management team, Information Technology staff, Information Security staff, vendors, and agency employees.
This position requires onsite work conducted at our TRS office in Austin, TX.
WHAT YOU WILL DO:
Project and Program Management
•Leads individual projects and programs, that are primarily strategic and enterprise-wide in nature, in collaboration with agency staff, vendors, contractors, and other State agencies.
•Develops and documents project and program management tools, processes, and procedures for the agency’s EPM, including those associated with strategic, enterprise-wide projects.
•Establishes and supports project management tools to complement EPM.
•Defines project scope, goals, and deliverables that support business processes and/or project objectives.
•Estimates resources and participants needed to achieve project goals.
•Manages daily activities of assigned projects, including communicating project expectations and delegating tasks and responsibilities to project team members in order to best meet project objectives.
•Consistently tracks project milestones and deliverables and monitors and reports on project status.
•Identifies and resolves project issues and conflicts.
•Plans, schedules, prepares, and tracks project timelines and deliverables to ensure projects remain on schedule and within budget.
•Reviews projects to determine level of compliance with project management and TRS project governance guidelines.
•Coordinates meetings for EPM and assists with vendor contract management.
Evaluation and Consultation
•Participates as a member or advisor to strategic, enterprise-wide project implementation teams.
•Participates in risk analysis research and recommends projects to mitigate findings or mitigation strategies.
•Compiles and analyzes data, and prepares, presents and/or distributes routine and ad hoc reports to agency management and Board of Trustees.
•Conducts market research and product evaluations, and develops technical specifications, requests for offer (RFOs), requests for information (RFIs), and requests for proposals (RFPs) for the purchase of information systems and project management products and services.
Process Re-engineering
•Defines and recommends processes and procedures to facilitate better service delivery to agency constituents and staff, and to align technology with the agency's strategic plan, goals, and objectives.
•Assists with on-going process improvement efforts.
•Provides consulting, training, and advice to agency management and staff.
•Analyzes and recommends improvements to legacy business processes both technical and non-technical.
Departmental Support
•Assists in supervising staff assigned to projects, including planning, and assigning work, and providing input for hiring and performance evaluations.
•Leads or participates on special projects and committees as assigned.
Performs related work as assigned.
WHAT YOU WILL BRING:
Required Education
•Bachelor’s degree from an accredited college or university in Project Management, Management Information Systems (MIS), Strategy, Business, or a closely related field.
•High school diploma or equivalent and additional full-time experience in project and program management, systems analysis and design, managing large, strategic, enterprise-wide projects or programs and utilizing a defined project management methodology or related experience may be substituted on an equivalent year-for-year basis.
Required Experience
•Five (5) years of full-time directly related, progressively responsible experience in project and program management, systems analysis and design, managing large, strategic, enterprise-wide projects or programs and utilizing a defined project management methodology or similarly related experience.
•A master's degree or doctoral degree in a directly related field may be substituted on an equivalent year-for-year basis.
Required Registration, Certification, Licensure
•None.
Preferred Qualifications
•Experience managing medium to large projects and programs.
•Experience working in a Texas state agency
•Experience with state government, federal, or complex private sector organizations.
•Experience with Microsoft Power BI
•Experience creating project related RFO/RFPs.
•Project Management Professional (PMP).
•Certified Scrum Master (CSM).
Knowledge, Skills, and Abilities
Knowledge of:
•Project portfolio management principles and practices; and project management software tools such as MS Project, ServiceNow, and/or Microsoft SharePoint.
•Microsoft Office Suite with a high level of proficiency in Excel, Visio, and PowerPoint.
•Project management methodologies including short and long-range planning, program assessment, evaluation, and recommendations, and practices applicable to projects that are highly complex in scope.
•Agile practices.
•Organizing, and coordinating work to effectively meet frequent and/or multiple deadlines.
•Prioritizing and managing multiple tasks simultaneously and managing conflicting priorities and demands.

•Project and program initiation, planning, and management
•Leading project and program teams, and organizing, directing, and motivating staff to meet project goals and objectives.
•Conducting research, consolidating findings, and utilizing the knowledge gained to create or adapt processes and procedures based on best practices.
•Developing sound business cases and return on investment (ROI) calculations.
•Addressing changes in scope and budget.
•Communicating complex project and program related information to varied audiences, including preparing and delivering complex planning documents, reports, presentations, proposals, and bid specifications.
•Negotiation and facilitation of large group meetings with internal and external resources.
•Collaborating with technical and functional teams to develop technical assessments and other documents needed in support of the solution.
•Providing quality customer service.
•Managing large procurement efforts.
•Developing SOWs for RFO/RFPs.
