About the Department

We have an exciting opportunity for a Special Programs Assistant III position located at our campus in San Jacinto, CA.

Under the general supervision of the Associate Dean of Student Services, and the moderate direction of the Basic Needs Coordinator, the Special Program Assistant III performs specialized technical and administrative duties in planning, coordinating, and implementing services that address the basic needs of students. This includes providing outreach, facilitating access to resources, assisting students in overcoming barriers to success and maintaining program compliance and documentation.

CONDITIONS OF EMPLOYMENT 

  • This position is categorically funded and exists based on the availability of funds. If funds cease to be available, the District may, at its discretion, implement a reduction in force that could result in the elimination of the position.
  • This position serves District-Wide; applicants may be assigned to any district facility. Work hours and worksite locations are subject to change depending on department needs.  
  • A six-month probationary period must be successfully completed before the selected candidate is considered a permanent employee of the district.

Position Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements and duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class.

  • Support the Basic Needs Coordinator
  • Organize and maintain all fiscal and management records for Basic Needs Center program evaluation, development and reports
  • Maintain accurate and confidential documentation for program participants, including tracking progress and generating reports for evaluation and compliance purposes.
  • Prepare statistical and narrative reports, responding to periodic audits and evaluations.
  • Develop, monitor, maintain and update grants and contracts, as well as expenditures, encumbrances and appropriations.
  • Attend basic needs taskforce meetings
  • Assist with CalFresh Outreach efforts
  • Order food for the food pantries
  • Coordinate pick-up and delivery of food for the pantries
  • Create and maintain database of community resources
  • Collaborate with affinity groups and other campus departments, such as Financial Aid, Counseling, and Health Services, to provide seamless delivery of student basic needs services 
  • Create marketing material to promote the Basic Needs Center
  • Serve as a liaison between students and on-campus resources, community organizations, and government agencies to provide holistic support addressing food, housing, financial, and wellness needs.
  • Basic budgeting, invoice processing, and payment reconciliation.
  • Record keeping techniques.
  • Conduct intake procedures, review applications, and assess student eligibility for basic needs services.
  • Coordinate and implement outreach efforts to recruit and engage eligible students.
  • Organize workshops and orientations on basic needs resources, including food security, housing assistance, financial literacy, and other support services.
  • Develop and implement systems for gathering and analyzing data related to basic needs services to enhance program effectiveness.
  • Provide training and work direction to student assistants and volunteers engaged in program activities.
  • Assist students in accessing resources, including completing applications for support services like CalFresh, emergency housing, and financial aid.
  • Monitor and ensure compliance with applicable laws, regulations, and college policies.
  • Maintain proficiency in software and technology systems to ensure efficient program operations.
  • Assist with Food 4 Thought Pantries
  • Perform other related duties as assigned to support the program’s mission.

KNOWLEDGE, SKILLS, AND ABILITIES 

The incumbent should possess knowledge of:

The incumbent should possess skills in:

  • Work effectively  with diverse populations and community partners
  • Organizational and time management skills to handle multiple priorities.
  • Proficiency in Microsoft Office Suite and data management systems
  • Ability to interpret complex policies and convey information clearly to students and stakeholders.

The incumbent should possess the ability to:
  • Provide empathetic and solutions-oriented support to students in crisis.
  • Develop outreach materials and deliver presentations to diverse audiences.
  • Establish and maintain effective working relationships with students, staff, and community partners.
  • Prepare and present clear and concise reports.
  • Travel between campuses and attend community events as needed.
  • Establish and maintain cooperative and effective working relationships with others, including those from a diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff

Minimum Qualifications

MINIMUM QUALIFICATIONS

  1. A high school diploma or GED; AND
  2. Four (4) years of progressively responsible experience equivalent to the duties described above; OR
  3. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff

SUBSTITUTIONS 
Substitutions for meeting the minimum qualifications of this position are allowed.  Please refer to the Substitution Policy included in the Tips for Applying section. 
  • An associate degree may be substituted for up to two (2) years of professional experience

DESIRED QUALIFICATIONS
  1. Bachelor’s degree in social work, education, public administration, or a related field.
  2. Experience working with economically and educationally disadvantaged populations.
  3. Knowledge of categorical grants including federal mandates and reporting guidelines
  4. Knowledge of community and campus basic need services and resources

  • Environment:  Work is performed primarily in a standard office setting with travel from site to site and to off-site community events.

  • Physical:  Primary function requires sufficient physical ability and mobility to work in an office setting and travel from site to site; to stand or sit for prolonged periods of time; to stoop, bend, kneel, crouch, reach and twist; to lift carry, push, and/or pull light to moderate amounts of weight up to  25 pounds; to operate office equipment requiring repetitive hand movements and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 

  • Vision:  See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment. 

  • Hearing:  Hear in the normal audio range with or without correction.
