As a Senior IT Project Manager, you will collaborate and engage with a wide variety of stakeholders including other project managers, program and product managers, customer success managers, agency executive sponsors, cross-functional team members, as well as vendors and business partners. You will work with leadership and other senior project & program delivery practitioners in the KCIT Project Management Office (PMO) to help define and drive the PMO strategy and vision, lead projects collaboratively and transparently with other organizations, and be a delivery champion for the PMO, as well our customers and business partners. Ideal candidates possess demonstrated experience leading multiple, complex and/or high-visibility cross-organizational IT projects. You balance tactical and strategic project priorities for one or more complex work efforts while identifying, communicating, and working to remove impediments for your teams and projects. Passionate about planning and successfully implementing customer-centric solutions (often in partnership with hardware, software, and/or services vendors), you are detail-oriented, driven, and excel at building relationships. You exhibit excellent leadership, problem-solving, and project management skills.

Position Duties
Lead multi-disciplinary matrix-managed cross-organizational work teams.
Develop and manage project plans, budgets, schedules, and resource/staffing plans.
- Conduct and oversee timely, candid, and audience-appropriate communications with project sponsors, stakeholders, project delivery team members, and vendors.
- Monitor project performance to plan and coordinate remediation, contingencies, and solutions to problems.
- Conduct effective risk and issue management including identification and mitigation/resolution planning.
- Prioritize own and team’s work. Anticipate consequences of actions, potential problems, or opportunities for improvement.
- Present to Steering Committee and stakeholders on project decisions and challenges.
- Prepare Requests for Proposals, Requests for Information, and Invitations to Bid, and lead teams through vendor procurement activities from solicitation to scoring and evaluation to contract negotiation and execution.
- Manage vendor relationships during project execution. Review and approve vendor deliverables; manage and monitor vendor work progress and performance; negotiate and manage contract changes; implement corrective action plans as required; and approve vendor payments.
- Supervise and manage the work of team members who identify & develop technical and business requirements and ensure that requirements, user stories, acceptance criteria, and solution design are reviewed and validated by customer business owners and KCIT architectural and service area leaders.
- Oversee and manage resources who build and execute testing, training, and change management plans and assets.
- Ensure projects maintain compliance with relevant State, Federal, local, and King County laws, regulations, and applicable policies.
- Promote a high level of cross-project, cross-function collaboration.
- Facilitate Project Lessons Learned sessions and/or Retrospective activities.
- Mentor and support other Project Managers to ensure readiness for Project Review Board Oversight & KCIT Delivery Framework quality reviews including Planning, Conceptual Design, Architecture, Construction, and Implementation Readiness.
- Engage with Business Advisory Services Division management to identify and implement process improvements and efficiencies across KCIT.

Minimum Qualifications
We want to hear from you if you possess the following required qualifications:
Five or more years of demonstrated experience as an IT Project Manager leading IT projects or equivalent experience.
- Three or more years' experience managing complex transformational IT initiatives.
- Two or more years' experience managing projects or products using Scrum/Agile principles.
- Demonstrated experience managing and controlling day-to-day project activities, issues, risks, schedules, personnel, QA/QC activities, and budgets in complex technology and stakeholder environments.
- Experience in leading competitive vendor procurement activities and managing vendor performance and production of contracted deliverables during an IT project.
- Advanced knowledge of project management principles and techniques.
- Demonstrated ability to establish and maintain effective relationships with customers and co-workers.
- Ability to develop and oversee execution of work plans with competing project priorities, anticipating and adjusting for risks and issues.
- Ability to work collaboratively, maneuvering effectively through complex or ambiguous situations.
- Demonstrated experience working with and/or leading cross-functional teams focused on excellence in customer service, engaging, educating, and exciting staff with passion and commitment.
- Ability to provide leadership, guidance, foundational principles, and tools needed to achieve results.
- Ability to assess situations quickly and resolve conflicts using facts and diplomacy through formal and informal channels.
- Excellent written and verbal communications skills, including presentation skills, and the ability to synthesize technical data for non-technical audiences.Demonstrated ability to identify strong talent, assess limitations and strengths, and provide needed support.
- Demonstrated proficiency working with Microsoft Project and developing resource-loaded project plans and schedules to manage and track major IT projects, as well as experience developing other project control documents for IT project management.
- Ability to work effectively in a Scrum/Agile/hybrid environment and take on roles such as Scrum Master, Product Owner, Agile team member, etc. if needed.
- Demonstrated drive for ongoing improvements and growth.
- Demonstrated proficiency with common productivity and project management tools including Microsoft Office / M365 (Word/Excel/PowerPoint/Outlook/OneNote/SharePoint/Teams), Microsoft ADO (Azure DevOps) or similar software.
Preferred Qualifications:
- PMI / PMP certification preferred
- Prosci certification preferred
- Public sector / government experience preferred (especially procurements, contracting, and vendor management)

The work associated with this position will be performed through a combination of onsite work and telecommuting. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support when working remotely.

Work Schedule
The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is FLSA Exempt and is not eligible for overtime pay.
