Tidewater Inc. is seeking a highly skilled Health Facilities Integrator and Technical SME to provide program management, planning, and integration support to the U.S. Army Health Facility Planning Agency (HFPA/G9) in Europe. This role supports Army Medicine’s facility capital investment and operational readiness requirements across the U.S. Army Europe–Africa Area of Responsibility (AOR), with responsibility for planning, coordination, design review, and project execution in compliance with DoD, Army, and host nation standards.
The selected candidate will serve as a trusted advisor to HFPA/G9 leaders, supporting the design, construction, sustainment, restoration, and modernization of medical facilities and Army Prepositioned Stock (APS) warehouses.
Key Responsibilities
- Provide project management and integration support for health facility projects in Europe, Africa, and select OCONUS APS sites.
- Conduct planning and design reviews, requirements identification, submittal evaluations, and coordination of requests for information.
- Compile and report status of Military Construction (MILCON), restoration/modernization, and host nation-funded projects.
- Coordinate with multiple stakeholders, including USAREUR-AF, USAMMA, DHA, USACE, IMCOM-E, and MRC-Europe.
- Develop and deliver recurring reporting and presentations, including weekly situation reports, monthly progress updates, and quarterly accomplishments.
- Support master planning, area development plans, and environment of care inspections.
- Assist in the execution of facility life cycle management, including Initial Outfitting & Transition (IO&T), Total Building Commissioning (TBCx), and safety/environmental compliance.
- Apply knowledge of Unified Facilities Code (UFC 4-510-01), NFPA, OSHA, ASHRAE, ABA, JCAHO, and evidence-based design standards.
- Support HFPA’s technical program management of the Army Medical Logistics Command facility portfolio throughout Europe and Southeast Asia.
- Participate in design charrettes, stakeholder forums, and Army Medicine capital investment meetings.
Required Qualifications
- Associate’s or Bachelor’s degree in Architecture, Engineering, Construction Management, Project Management, or Healthcare Administration.
- Minimum 3 years of experience in healthcare facility planning, project management, or related technical support.
- Active Secret Security Clearance (must be maintained throughout the period of performance).
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook, SharePoint).
- Familiarity with military construction processes, contracting, and facility management systems.
Desired Skills
- Knowledge of DoD and Army construction policies, procedures, and acquisition functions.
- Strong understanding of medical-functional and building system components (HVAC, life safety, space planning, sustainability, AT/FP).
- Experience working with joint and international stakeholders, including host nation compliance requirements.
- Excellent communication and stakeholder coordination skills.
- Ability to prepare technical reports, briefings, and project documentation.
Additional Information
- Duty Location: Sembach, Germany.
- Travel: Less than 10 days annually within Europe (Germany, Belgium, Italy, Netherlands, Poland, Greece, Romania) and occasional travel to APS sites in Kuwait, South Korea, and Japan.
- Status of Forces Agreement (SOFA): Position requires Technical Expert Status Accreditation (TESA) approval in Germany.
- Work Schedule: Monday – Friday, 0800–1700, excluding U.S. Federal Holidays.
