Job Statement

Under the direct supervision of the System Operations Supervisor, dispatches Electric, Water, Gas, and Customer Service crews to trouble calls within the utility operating area. Uses telephone, computer, two-way radio equipment, SCADA and mapping systems to monitor, locate and dispatch trouble calls. Receives, logs and tracks complaints, account inquiries, and trouble calls from customers during and after normal business hours in support of a 24/7 operation, including weekends and holidays.  Coordinates with other area agencies. 

Essential Duties

  1. Assists with dispatch functions and accomplishes assigned tasks to obtain the knowledge and experience to assume full System Operator responsibilities.
  2. Performs multiple tasks simultaneously, determines priorities, and makes emergency decisions under stressful conditions.
  3. Uses two-way radio communication equipment to successfully convey information to field personnel.
  4. Analyzes equipment malfunctions and exercises sound judgment in determining the most effective way to resolve problems.
  5. Develops the skills to interpret various mapping and schematic diagrams of the Electric, Gas, and Water systems.
  6. Becomes proficient in using software systems in daily operations and learns to operate new office technologies as they are developed.
  7. Develops a good working knowledge of the company personnel management structures to enhance communications and facilitate problem resolution.
  8. Monitors surveillance equipment and reports various alarms to appropriate personnel.

Additional Duties

  1. Learns and complies with all company policies, rules, and safety practices as well as all other requirements affecting utility work.
  2. Promotes a positive company image through courteous customer relations and prompt service.
  3. Required to attend the following classes taught by an Huntsville Utilities’ Instructor: 
  1.  Basic Electrical Theory
  2. Introduction to Transmission and Distribution Systems
  3. Overview of Huntsville utilities’ SCADA System
  1. Participates in 250 hours of field training across 16 departments throughout the company.

Job Requirements

Education/Training/Certifications: High School Diploma or GED required.  Certification beyond high school in computer-based software and associates degree desired.

Experience/Skills:   Minimum of two years of dispatching or system operations experience using computer-based systems, i.e., mapping, CAD, SCADA, word processing, security, customer record systems and additional training or experience in electric utility operations preferred. Some knowledge of basic electrical principles desired. For internal applicants with the title of CSR II minimum of two years’ experience in the company’s phone center will be considered.

Operation Of Equipment:  Telephone, radio, SCADA, mapping systems, personal computer, calculator, Fax machines, copiers, voice mail systems and other relevant office technologies.  Must be proficient in all Microsoft Office software (Outlook, Word, and Excel).

Physical Demands/Environmental Conditions:  Sedentary work in an office environment.  

Other: Must be able to read, write, spell, and speak in clear, concise English.  Must be able to distinguish and interpret colors on video display terminals, work rotating shifts and be on-call.  Long work hours are possible during emergency situations.
