The Boulder County Housing Department (BCHD) is dedicated to creating, preserving, and managing safe, affordable housing options that meet the needs of residents across the income spectrum. BCHD is comprised of the Boulder County Housing Authority (BCHA), a Move-To-Work Public Housing Authority (PHA) managing 900 vouchers dispersed over multiples programs, as well as three primary non-BCHA divisions: Supportive Housing Services Department, Housing Partnership and Policy Team, and the Division of Homeless Systems and Coordinated Response. We are seeking an experienced and collaborative leader to serve as Deputy Director – Operations & Development, reporting to the Boulder County Housing Authority Executive Director and working alongside the Director of Finance. We are seeking an inspired, compassionate, transformational, and courageous leader. This role will have responsibility for 120 staff, a $38M annual budget and over $400M in property assets associated with 1,083 housing units dispersed within 60 locations, including multifamily homes and commercial properties. This leadership position is responsible for ensuring strong housing programmatic and financial linkages in the department, throughout the community, and at all levels of government. The Deputy Director will represent BCHD/BCHA through participation in various state-level, inter-county committees, and local housing partnerships. The ideal candidate will have a passion for innovation, and demonstrated success in leading housing partnerships, development, operations, and supportive programs.

This position plays a pivotal role in advancing countywide housing goals, implementing the Boulder County Commissioners’ and BCHA Board’s strategic priorities, and fostering productive partnerships at the local, state, and federal levels. The Deputy Director provides strategic leadership and oversight for the department’s operational and development functions, ensuring that new housing production, existing portfolio operations, and long-term asset planning are fully integrated and aligned with community needs.

While the role emphasizes operational coordination within BCHA — including Property Management (with compliance), Maintenance, and Development — it also works closely with the non-BCHA components of BCHD. The primary funding source for non-BCHA housing activities is the county’s Affordable & Attainable Housing Tax, which supports BCHD supportive-housing operations and provides capital to partner jurisdictions within Boulder County for housing initiatives. This position participates in the internal administration of these resources (planning, coordination, performance tracking) and is accountable for external engagement with municipalities and partners to align investments with countywide goals and ensure accountability.

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm with occasional evening and weekend work as needed. Hybrid work options may be available. This position will work out of 516 Coffman St., Longmont, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $136,536.00 - $166,572.00 Annually

Tentative Hiring Timeline:

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Position Duties

  1. Countywide Strategy & Vision
    1. In collaboration with the Housing Department Director, Board of County Commissioners (BOCC), BCHA Board, and community partners, develop and steward a countywide housing strategy that advances affordability, stability, and equitable access across the housing continuum
    2. Translate policy direction into clear, measurable departmental goals, objectives, and performance metrics; regularly evaluate progress and adjust strategy
    3. Lead cross-jurisdictional alignment with municipalities and regional partners to achieve shared housing outcomes
  2. Partnerships, Policy & Advocacy
    1. Represent BCHD—including the Supportive Housing Services Department, Housing Partnership and Policy Team, and Division of Homeless Systems and Coordinated Response—in intergovernmental, regional, and community forums; advocate for policy solutions and resources that expand housing access and remove barriers
    2. Build and sustain partnerships with cities, housing providers, developers, philanthropy, and community-based organizations to co-deliver programs and projects
    3. Provide clear, accessible policy and program updates to the BOCC, County Administrator, BCHA Board, and the public; prepare briefings and present findings, progress, and barriers
  3. Equity, Fair Housing & Access
    1. Champion racial equity, diversity, and inclusion in all housing policies, programs, and practices
    2. Monitor and uphold Fair Housing requirements; support tenant/landlord dispute resolution and eviction prevention strategies; promote inclusionary and equitable access policies
    3. Use data to identify disparities and drive improvements that result in equitable resident outcomes
  4. Program Leadership Across the Housing Continuum
    1. Advance programs that address the full continuum—from homelessness prevention and supportive housing to rental housing, preservation, and affordable homeownership
    2. Ensure program fidelity and consistent service quality through clear standards, continuous improvement, and outcome tracking
  5. Operational Integration (Property Management, Compliance & Maintenance)
    1. Lead and coordinate Property Management (including compliance) and Maintenance divisions to ensure alignment, effective communication, and shared accountability for portfolio performance and resident experience
    2. Establish and monitor KPIs (e.g., occupancy, unit turn time, work-order response, REAC/HQS and other audit results, lease-up pace, resident satisfaction) and drive process improvements
    3. Strengthen handoffs and feedback loops between Operations, Compliance, Maintenance, Development, and Asset Management
  6. Housing Development Management
    1. Oversee the Housing Development division and external consultant teams across multiple concurrent projects; ensure delivery is on schedule, within budget, and in full compliance with funding and regulatory requirements
    2. Oversee all phases of development: site identification, feasibility and financial modeling, predevelopment, entitlements, design, construction, and stabilization/lease-up
    3. Secure and structure financing from federal, state, local, and private sources, including LIHTC, tax-exempt bonds, HUD programs, HOME/CDBG, and other tools; lead underwriting and closings
    4. Coordinate with Property Management on marketing and lease-up to ensure timely stabilization and regulatory compliance; manage smooth transitions to long-term operations
  7. Compliance, Risk & Governance
    1. Ensure compliance with applicable federal, state, and local regulations and program agreements (e.g., LIHTC, HUD, bond, grant, loan, and regulatory documents); prepare for and respond to audits and monitoring
    2. Oversee due diligence, contract management, and procurement in accordance with County and BCHA policies; identify and mitigate operational and project risks
    3. Provide clear, timely reporting to County leadership, the BOCC, and the BCHA Board
  8. People Leadership & Culture
    1. Promote an inclusive, collaborative culture; set expectations, coach leaders, and support learning and development
    2. Convene cross-functional forums to improve coordination, problem solving, and shared accountability
  9. Additional Responsibilities
    1. Performs related work, as required
    2. May be reassigned during emergency situations

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a Bachelor's degree in Human Services, Public Administration, Business, Planning, Finance or related field and 7 (seven) years of experience in affordable housing operations, property management, housing development, or closely related fields including (three) years in a supervisory or management capacity.

Additional related education may count towards required experience.

  • Bilingual in English and Spanish

  • Experience integrating development and operations within one leadership portfolio
  • Demonstrated success leading operational teams and/or complex affordable housing development projects
  • Strong knowledge of LIHTC, HUD programs, affordable housing finance, property operations, maintenance best practices, and compliance requirements
  • Exceptional communication, collaboration, and change-management skills; adept at conflict resolution and engagement

KNOWLEDGE, SKILLS, & ABILITIES:

  • Ability to provide leadership to personnel and direct meetings and discussions
  • Ability to operate computer programs such as Outlook, PowerPoint, and Excel
  • Ability to analyze reports, both written and statistical
  • Knowledge of child welfare, public assistance, housing authority (operations & development) and other social service programs including statutes and requirements
  • Ability to network among other agency directors, the public, clients, and elected officials
  • Ability to maintain composure and decision-making abilities in high stress situations
  • Ability to communicate clearly and concisely, both orally and in writing
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work
