Radiance Technologies is seeking an Administrative Analyst professional to support the U.S. Army Space and Missile Defense Command (USASMDC), in Huntsville, AL. The successful candidate will apply expertise and working knowledge of DOD financial execution processes and reporting to the budget planning, execution, and reconciliation of all allocated current and future appropriations. They will analyze historical funding execution data to develop budgets and spend plans that will execute funds in a timely manner, and in accordance with the program's acquisition strategies and OSD goals. The candidate will generate funding documentation and reports using the internal office database and potentially external systems such the General Fund Enterprise Business Systems (GFEBS), GFEBS-Sensitive Activities (GFEBS-SA), Logistics Management Program (LMP), Wide Area Workflow (WAWF) and G-Invoice software. Additionally, they will perform all budget phases, i.e., formulation, justification, presentation, and execution; administer the Agency Operating Budget, Mid-Year Review, Budget Execution Review, Year-end Closeout and related budget reports. Support development of the Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR).
Required Skills
- Excellent written and oral communication
- Strong proficiency with GFEBS and other financial management databases
- Strong proficiency with Procurement Integrated Enterprise Environment (PIEE)
- Ability to identify, analyze, and resolve a range of budgetary problems and conceptualize budgetary problems such as developing alternative methods of funding
- Ability to analyze, interpret, and implement financial and budget regulations, policies, procedures from higher headquarters such as DoD, DA, ASA (ALT), DASA-FO, ASA FM&C
- Ability to incorporate Congressional Adds and other funding streams into a flexible financial strategy
- Proficient in Microsoft Word, Excel, PowerPoint, SharePoint, Outlook, Adobe, and Microsoft Teams
- Active Secret security clearance
Required Experience
- Minimum of seven years’ experience in executing financial activities supporting DoD Acquisition programs/projects (with at least five years supporting DoD financial accounting operations, processes and systems)
- Multitasking in a face paced environment
- Self-starter with the ability to independently prioritize and work multiple tasks
Desired Skills & Experience
- Experience supporting development of cost estimates
- Provide advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives
- Evaluate impacts on program based on direction and funding adjustments
- Experience with POM development and submission
- Familiarity with Army Science and Technology (S&T) and Research and Development (R&D) Processes
- BA/BS in Accounting or another relevant field strongly preferred
- Active Top-Secret clearance
