POSITION SUMMARY

Technical Systems Integration (TSI) seeks a Mid-Level Operations Support specialist with Electronic and Electromagnetic Warfare (EMW/CT) expertise to support the Naval Surface and Mine Warfighting Development Center (SMWDC) Surface Warfare Technical Division (SWTD) in Dahlgren, VA. This specialized operational support role provides reach-back support to deployed fleet units, with a focus on electronic warfare systems, electromagnetic spectrum operations, and counter-threat technologies. The successful candidate will leverage extensive EMW experience to support real-time operational decision-making and capability development across electronic warfare mission areas.


ESSENTIAL FUNCTIONS

Fleet Reach-Back Support & EMW Analysis

-Provide specialized analytic support for operational reach-back requirements addressing electronic and electromagnetic warfare challenges and threat responses

-Answer Requests for Information (RFIs) and Requests for Analysis (RFAs) from Combatant Commands (COCOMs), Numbered Fleet Commanders (NFCs), and fleet units regarding EMW operations and capabilities

-Address emerging electronic warfare threats, adversary electronic attack capabilities, and electromagnetic spectrum challenges affecting fleet operations

-Evaluate, assess, and contribute to EMW technical analysis supporting recommendations with NAVSEA, technical organizations, and fleet operational units


Electronic Warfare Systems Analysis & Development

-Conduct research and evaluation to support the development of electronic warfare systems, countermeasures, and electromagnetic spectrum management capabilities

-Monitor and assess the performance of electronic warfare systems, ensuring they meet operational and technical requirements in contested electromagnetic environments

-Validate and document that emerging EMW technologies and combat systems will close identified electronic warfare capability gaps

-Support analysis of electronic warfare system modifications and their impact on operational effectiveness

Combat Systems Development & Technical Collaboration

-Support Navy Combat Systems development processes with a focus on electronic warfare and electromagnetic spectrum operations

-Participate in Rapid Capability Development processes for EMW systems and technologies

-Review and collaborate on Navy technical documentation related to electronic warfare systems and electromagnetic operations

-Identify, document, and present issues related to electromagnetic interference, spectrum management, and electronic warfare coordination


Operational Data Analysis & Assessment

-Collect, analyze, and interpret operational, tactical, and EMW system data from fleet units, including mission reports and electromagnetic spectrum analysis

-Analyze data from electronic warfare exercises and real-world, Research, Development, Test & Evaluation (RDT&E) events

-Conduct qualitative and quantitative assessment methods to support EMW readiness, capabilities, and capacity evaluations

-Support performance analysis and metrics development for electronic warfare mission areas


Test & Evaluation Support & Requirements Development

-Support Navy Test & Evaluation (T&E) processes and contribute to electronic warfare system testing and validation

-Provide expertise in DOTMLPF (Doctrine, Organization, Training, Material, Leadership, Education, Personnel, Facilities) analysis for EMW mission areas

-Participate in electronic warfare system certification and validation processes

-Support development of EMW tactical publications, technical documentation, and capability assessments

Requirements

REQUIRED QUALIFICATIONS

Experience:

-10+ years of military experience with a minimum of 8 years in Electronic and Electromagnetic Warfare

-Strike Group, Fleet, Major Training Command, or Systems Testing Command planning experience

Required Technical Skills:

-Experience with qualitative and quantitative assessment methods supporting war-fighting readiness, capabilities, and capacity evaluations

-Proficiency with Microsoft Office suite (Access, Excel, PowerPoint, Project, and Word)

-Experience in Navy Combat Systems development and Rapid Capability Development processes

-Experience in review and collaboration on Navy technical documentation

Required Competencies:

-Expert-level knowledge of electronic warfare systems, electromagnetic spectrum operations, and threat analysis

-Understanding of Navy Test & Evaluation (T&E) processes and system certification requirements

-Strong analytical and technical problem-solving capabilities for complex EMW challenges

-Ability to conduct electronic warfare capability assessments and gap analysis


PREFERRED QUALIFICATIONS

Technical Expertise:

-Experience with advanced electronic warfare systems including jamming, deception, and spectrum management technologies

-Knowledge of electromagnetic spectrum analysis tools and threat assessment methodologies

-Familiarity with joint and coalition electronic warfare coordination and interoperability requirements

Domain Knowledge:

-Experience with electronic warfare mission planning and tactical employment

-Understanding of adversary electronic warfare capabilities and countermeasures development

-Knowledge of electromagnetic spectrum management policies and coordination procedures

Professional Background:

-Previous assignment to electronic warfare centers of excellence or specialized EMW organizations

-Experience with Defense acquisition processes focused on electronic warfare systems

-Background supporting electronic warfare research and development or test and evaluation activities

COMPLIANCE REQUIREMENTS

-Security Clearance: SECRET (current and active) and TS/SCI eligible

-Citizenship: U.S. Citizenship required

-Background Check: NCIS background check required

-Ability to work in standard office and technical facility environments

-Extended periods of computer work and detailed electromagnetic spectrum analysis

-Ability to attend meetings, conferences, and participate in electronic warfare testing events

-Occasional work in secure electromagnetic testing environments and specialized facilities
