Essential Functions of the Position
- Oversee daily release of information; monitor workflows and requests for medical records, turn-around times, and quality assurance of all billable and non-billable requests.
- Reviews and process requests for patient health information, medical records, and coordinates release of other types of records which follow compliance with organizational and departmental standards along with HIPAA regulations.
- Verify that the requests are valid and that the requesting party has the legal right to access the information.
- Serve as correspondence liaison between EMSA and EMSA general counsel for law enforcement agencies, attorneys, and other agencies, including coordinating appearances in court proceedings as needed.
- Process, serve, track and coordinate service with other EMSA departments of Medical Subpoenas, Court Orders, and Depositions received by the District Attorney’s Office, Dept. of Justice, FBI, and Local Law Enforcement agencies.
- Reviews and processes correspondence related to lawsuits, bankruptcies, and liens.
- Reviews all incoming patient complaints and reviews all records pertaining to the complaint. Escalates concerns as appropriate and makes recommendations on resolution.
- Generates records for Medicare and Medicaid compliance audits.
- Maintain knowledge of current industry standards and organizational practices and work in a manner that supports a patient centered, team focused, and fiscally responsible organization.
- Communicates with other team members and leaders on identified trends and process improvement opportunities.
- Conduct self in a professional manner that reflects the mission, vision, and values of EMSA.
- Adhere to all organizational policies and work with the highest level of integrity.
- Adhere to and enforce all safety standards and organizational policies.
- Performs other administrative duties as assigned.
Job Knowledge, Skills and Abilities
- Expert Knowledge of Healthcare Laws and regulations; HIPAA, False Claim Acts, etc.
- Knowledge of all confidentiality requirements regarding patients and strict maintenance of proper confidentiality on all such information.
- Ability to remain calm under stress.
- Working knowledge of medical billing and medical terminology
- Proficiency with Microsoft Office (Word, Outlook, Excel, and PowerPoint).
- Excellent time management skills with attention to detail.
- Excellent communication skills, oral and written.
- Ability to work independently and with a group and maintain good working relationships.

Minimum Qualifications
- High school diploma or GED; an associate degree in Health Information Technology or a related field is preferred.
- Three (3) or more years in a healthcare organization, medical office, or law office with experience as a Release of Information Specialist.
- Knowledge of laws and regulation pertaining to health information, disclosure, privacy, and security.
- Must possess a valid driver’s license.
Work Environment
- Work is generally performed in an office setting sitting at a desk for prolonged periods with frequent repeating motions that may include wrists, hands, and fingers.
- Limited exposure to external environmental conditions, such as heat, cold, rain, snow and ice.
- Hearing and talking to interpret job functions are frequently required and frequent visual ability to judge distance and space and clarity up to 20 ft.
- Occasionally may need to lift pull or pull objects up to 25 lbs. in all directions.
- Frequently required to meet deadlines, work with changing priorities, and assess the accuracy and completeness of work on a regular basis.
- Frequently use logic to analyze and problem solve difficult situations and communicate to express or exchange ideas using proper English grammar and spelling. Frequently utilize complex math and reasoning skills for budgeting, analysis, and risk assessment.
