About the Department

An employee of this class collects payments for taxes. Accuracy is required in making calculations, in handling money, and in entering data into the computer. Work is evaluated to insure proper application of established policies and practices and by periodic discussions to ascertain the relative effectiveness of the methods and procedures used. Work is performed under the supervision of the collections supervisor with assistance from the Deputy Tax Collector II.

Position Duties

  • Collects current and delinquent taxes; figures discounts, penalties, and interest; posts payments to computer system; prepares and issues receipts.
  • Processes tax payments received by mail; mails receipts and notifies taxpayer by mail or phone of discrepancies.
  • Collects current, delinquent and prepaid taxes in the mail and at the counter; balances cash drawer.
  • Gives information to the public pertaining to the collection and assessment of property tax, special assessments and business licenses.
  • Maintains tax records and privilege license records in accordance with the General Statutes and departmental policies.
  • Balances collection with records daily.
  • Compares employee lists against delinquent files for garnishment purposes.
  • Performs clerical work such as typing reports, preparing and copying forms, and answering the telephone.
  • Prepares a variety of reports on taxes, refunds, releases, and others requested by supervisors.
  • Makes copies of forms, records, and other information, as requested.
  • Performs a variety of work assisting in the essential collection of delinquent taxes.
  • Sets up payment plans and monitors them monthly to ensure timely payment.
  • Identifies delinquent accounts eligible for enforced collections procedures.
  • Researches database to locate taxpayer social security numbers and employers and verify information is correct.
  • Navigates the NC DMV system to un-block vehicle tags once appropriate payment is made.
  • Enters taxpayer information into computer system so collections can been forced.
  • Posts lock box and credit card transactions.
  • Performs related work as required.

Minimum Qualifications


Education & Experience:  High School diploma or equivalent required. Three or more years of cash handling experience required, two plus years of office/clerical experience, preferred.

Computer Skills: 
 Prior intermediate level experience with computers, calculators, Microsoft Office products (Word, Excel, Outlook, PowerPoint).
