About the Department
This position Technical Specialist 2 is responsible for the more complex and specialized tasks associated with right-of-way project coordination and acquisition activities on projects in the Public Right of Way based on transportation projects initiated by Nashville Department of Transportation and Multimodal Infrastructure as a part of the Choose How You Move (CHYM) program. The incumbent will also perform specialized tasks such as facilitating and attending meetings, developing and maintaining right-of-way specifications and guidelines, and serving as a project manager for NDOT acquisition on activities in the Right of Way. Performs related duties as required.
CHYM, approved by 66% of voters in 2024, is Mayor O’Connell’s transportation improvement program and the largest capital program in geographic scope and scale to be undertaken in Nashville’s history. Implementation of the $3.1 billion in CHYM capital projects requires extensive collaboration among multiple Metro departments, project managers, and vendors; coordination of $111 million worth of annual operating expenditures; and robust engagement with neighbors. CHYM will transform how people move around the city for decades to follow.
CHYM includes installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable, and accessible service. It builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program makes safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike.
Position Duties
- Manages and provides oversight for the right-of-way acquisition activities related to CHYM and NDOT Capital Projects.
- Performs field inspections for current and future project areas to identify potential right-of-way impacts for work in the public Right of Way (ROW).
- Coordinates and oversees consultant right-of-way acquisition activities and deliverables.
- Monitors work or activities in the ROW and assists with any ROW problems or complaints.
- Facilitates project coordination with utilities and entities that occupy space within the ROW.
- Verifies that required property rights are secured.
- Coordinates and manages the mandatory referral/encroachment review process for public rights-of-way along the street network.
- Reviews engineering plans for capital improvement projects, including communicating revisions and re-checking correct plan revision submittals.
- Conducts and/or plans meeting with property owners, internal and external partners, consultants, and contractors to review permit applications, right-of-way plans, methods of construction, and compliance with applicable city ordinances, including facilitating meeting to resolve identified conflicts.
- Manages and provides oversight for railroad related projects.
- Prepares, reviews, and evaluates reports.
- Attends meetings to represent NDOT on ROW related matters or construction project.
- Responds and resolves questions and/or disputes from engineers, contractors, developers, city and state employees, and the public.
Minimum Qualifications
High School Diploma or equivalent supplemented by job related technical education as described in the position announcement and ten (10) years of experience in property asset management; real estate appraisals and acquisitions; and project management, including five (5) years of increasingly responsible supervisory/lead experience and/or project management experience.

Other Qualifications
- Knowledge of land rights and titles, survey description, legal and engineering terminology, including the ability to read and understand maps and engineering plans.
- Knowledge of TDOT and local guidelines related to projects and activities in the ROW.
- Familiar with Microsoft Office Suite: Word, Excel, Outlook and PowerPoint
- Knowledge of land and right-of-way related agreements, deeds, easements, leases, permits, and licenses.
- Experience with crafting technical reports, performing project management and record keeping.
- Ability to demonstrate skills to organize, prioritize, and manage workloads to achieve project objectives and goals.
