Description

The Capability Requirements SME will provide high-level expertise in assessing Navy mission capabilities, supporting Fleet readiness, and developing future requirements for senior leadership. Serving as a subject matter expert, the analyst will leverage extensive Surface Warfare Officer (SWO) experience to conduct capability assessments, support the Warfighting Improvement Process (WIP), evaluate training and readiness metrics, and draft key operational documents such as CONOPS, CONEMPS, and POM issue papers. The role includes contributing to Fleet experimentation, modernization initiatives, and budget development activities while providing analytical, technical, and programmatic recommendations that directly enhance the warfighting effectiveness of the Surface Force.


Your duties will consist, but are not limited to:

  • Support SMWDC HQ, FFC, CPF, CNSF, and OPNAV in capability assessments across all mission areas.
  • Conduct analysis of investments, compare POM requirements to execution/delivery, and develop issue papers supporting future requirements.
  • Review, draft, and provide input on Fleet CONOPS, CONEMPS, TTPs, TACBULs, TRDs, and related operational documents.
  • Evaluate unit-level and staff-level mission readiness through observation, analysis, and performance metrics.
  • Participate in Fleet Collaborative Teams to support the Warfare Improvement Program (WIP) and IPCL development.
  • Assess Fleet Wholeness trends, readiness shortfalls, and training deficiencies to recommend improvements.
  • Compile and consolidate technical data into reports, white papers, and issue papers.
  • Support the Fleet Experimentation (FLEX) program, test new technologies, and produce risk reduction analyses.
  • Contribute to modernization working groups, SURFRG, and Surface Warfare Enterprise initiatives.
  • Provide operational cost/benefit analysis, risk assessments, and recommendations for capability development.
  • Support Fiscal Year budget and POM data calls, including evaluation of mission area continuums (IAMD, SUW, ASW, AMW, MIW). 
  • Prepare white papers, issue papers, technical reports, and meeting summaries for senior leadership.

Requirements

Conditions of Employment:

  • U.S. citizenship required
  • Must possess and maintain a current SECRET clearance and be eligible for TS/SCI
  • Must be able to obtain and maintain any required Navy instructor certifications.
  • Occasional travel may be required.

Qualifications:
Applicants must demonstrate the following qualifications to qualify for this position, applicants must meet the following:

  • Expert-level understanding of Surface Warfare mission areas (IAMD, SUW, ASW, AMW, MIW) 
  • Demonstrated ability to assess readiness and operational capabilities at unit, Fleet, and staff levels.
  • Strong analytical skills in capability assessments, experimentation planning, and requirements development.
  • Proven ability to draft and deliver white papers, issue papers, technical reports, and budget-related documents.
  • Ability to lead and contribute to collaborative teams supporting Fleet readiness, modernization, and capability development.

Experience: 

  • Minimum 15 years of recent experience as a Qualified Surface Warfare Officer (SWO).
  • Minimum 5 years of recent experience in technical writing (e.g., POM issue papers, CONOPS, CONEMPS).
  • Experience within the last 8 years on OPNAV staff (N8 or N9 branch, or equivalent).
  • Knowledge of U.S. Fleet Forces Warfighting Improvement Process (WIP).
  • Knowledge of DoD Acquisition processes.
  • Proficiency (5+ years recent) with Adobe Acrobat and Microsoft Office Suite (PowerPoint, Excel, Word, Teams, Outlook, SharePoint).

Education:

  • Bachelor’s degree preferred but not required.
  • Equivalent military training, certifications, or advanced professional education may substitute for degree requirements.

How You Will Be Evaluated

You will be evaluated based on your level of knowledge, skills, abilities, and experience in the following areas:

  • Technical writing and editing for defense-related publications.
  • Knowledge of Navy and Joint doctrine, TTPs, and publication processes.
  • Proficiency in Adobe design and editing tools.
  • Ability to synthesize complex tactical/technical information into clear, concise publications.
  • Experience coordinating with SMEs and Warfare Tactics Instructors.

Salary Requirements are contingent:

140-175K
