Job Summary
The Senior Vice President (SVP) of Financial Services, Budget & Treasury, at Austin Transit Partnership (ATP) is a critical leadership role within the financial department, reporting directly to the Chief Financial Officer (CFO). This position is responsible for overseeing ATP's budgeting, financial reporting, analysis, and grant administration activities. The SVP of Financial Services will oversee the development, implementation, and maintenance of planning and budgeting systems, will oversee quarterly financial reporting, assist the CFO in the decision-making process by providing timely and accurate financial information and oversee the Treasury Function of the organization. Additionally, this role is key in the development, preparation, revision, and presentation of operating and capital budgets, playing a crucial role in the administration of federal, state, and local government grants for all ATP projects.
Essential Duties and Responsibilities

Oversee the budgeting process, including the development of timelines, policies, procedures, and identification of critical budgetary issues
Analyze program issues impacting the budget, offering strategies and recommendations to address them
Maintain and update the long-range financial forecast, incorporating the financial impacts of ATP’s strategies and initiatives
Direct and supervise the collection of funds for ATP
Direct and supervise the investment of cash accounts
Collaborate with project controls, planning staff and the Grants Manager in grant proposal development, preparation, and submittal, tracking grant-related expenditures, budgets, and forecasts, designing financial models for short-term and long-term forecasts
Formulate strategic recommendations regarding current and future fiscal policies
Develop a strong relationship with ATP management, ensuring financial plans are created and implemented to achieve business strategies
Recommend policy and procedure changes based on financial analysis to optimize resources
Minimum Qualifications
Bachelor’s degree in Accounting, Finance, or a related field
Twelve years of progressively responsible experience in developing, monitoring, and analyzing operating and capital budgets, and financial statements
Five years of supervisory experience
OR An equivalent combination of education, experience, knowledge, skills, abilities, and other characteristics consistent with the required qualifications

Knowledge, Skills, and Abilities
Expertise in fiscal planning, budget preparation, cost-benefit analysis, and capital financing
Familiarity with the process for financial statements in conformity with generally accepted accounting principles
Strong leadership, supervisory, project management, and problem-solving skills
Effective oral and written communication skills, proficient in designing financial models and developing financial forecasts
Ability to identify issues/discrepancies, gather/analyze data, and present information for management’s use
Have an understanding of the Texas Public Funds Investment Act
Must be proficient in using business and communications software, preferably Microsoft Office 365 which includes Word, Excel, PowerPoint, Outlook, and Teams

Work Environment and Physical Demands
Work is generally performed in an office environment, but occasionally requires attendance at public meetings, stakeholder meetings, and/or job sites. ATP promotes a safe and healthy work environment and provides appropriate safety and equipment training for all employees as required.
