Position Duties
Under general direction, performs major daily and project/program based administrative duties. Recommends and administers divisional/departmental policies and procedures. Prepares regular and special reports related to divisional/departmental operations. Performs other job-related duties as required.
Minimum Qualifications
A High School Diploma or GED is required. A Bachelor's Degree in Business/Public Relations or closely related field from a four-year accredited college or university is required. Two years of full time paid expeience in government or private industry office administration is required. (Substitution: Two years of full time experience may substitute for each year of college education lacking.) Must be able to operate a personal computer with Microsoft Office Suites.

About Community Development
The Department of Community Development (“CD” or “the Department” or “we” or “us”) is the City’s core unit dedicated to designing and implementing programs that help to improve our neighborhoods, community networks and social structures, reduce and mitigate safety and health risks related to occupied and vacant properties, and coordinating with internal government units and external parties to help address housing shortfalls and homelessness matters. Our mission is to improve the quality of life in the City of Cleveland by strengthening our neighborhoods through successful housing rehabilitation efforts, commercial rehabilitation efforts, new housing construction, homeownership, and community focused human services. As a result, CD is the City’s lead department for implementation of more than $30 million in annual funding received from the U.S. Department of Housing and Urban Development (HUD), including funding for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) Program, Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Program.
CD consists of the following primary operating units (OUs):
- Division of Program Operations;
- Division of Community Programming;
- Division of Residential Improvement;
- Office of Housing Security and Homelessness Prevention;
- Division of Enterprise Operations;
- Division of Property Reutilization; and
- Division of Housing Development

Summary
This position supports the administration and coordination of CDBG funded home repair programs, including, but not limited to, the Senior Homeowner Assistance Program (SHAP) and the Repair-A-Home (RAH) Program. These programs provide essential health, safety, and accessibility repairs for low- and very low-income homeowners—particularly seniors, individuals with disabilities, and families with children.
A key component of the City’s strategy to revitalize Cleveland’s neighborhoods is the preservation and improvement of the local housing stock. The Senior Homeowner Assistance Program (SHAP) advances this goal by assisting low-income seniors and disabled owner-occupants with one critical health or safety repair once every ten years. Similarly, the Repair-A-Home (RAH) Program supports revitalization through owner-occupied home repair loans. RAH serves applicants who are ineligible for traditional financing, offering loans for the repair of one- and two-family dwellings at interest rates ranging from deferred to 0–3%, depending on income eligibility.
These programs, along with other programs and services offered within the Dept., play a vital role in promoting housing stability, public health, and neighborhood reinvestment across Cleveland.
Specific Departmental Duties
- Organizes meetings with contractors and potential contractors in accordance with local, state, and federal rules to ensure an environment for all work to be performed under the CDBG Home Repair grants.
- Work with contractors and internal staff to perform assigned assessment and remediation work in homes.
- Execute all necessary documents for individual home projects
- Coordinate the inspection of all work performed to ensure professional standards are met.
- Process payments for work performed under the terms of approved contracts.
- Maintain all necessary documentation about each project completed or undertaken under the CDBG Home Repair Programs.
- Prepare reports to local, state, and federal officials as needed.
- Communicates issues, concerns and opportunities with other divisions, departments, various utility providers, state and/or federal agencies using email, telephone communication, text, and written corresponds.
- Maintains and updates data in city electronic and paper databases.
- Maintains confidentiality of information pursuant to the City of Cleveland policies and procedures.
- Performs other duties as assigned.
- Practical experience in planning, geography, historic preservation, urban studies or environmental studies.
- Experience interpreting and applying Federal, State and Local government regulatory requirements.
- Detail oriented, with strong analytical skills.
- Ability to be proactive when evaluating federal, state, and local regulation.
- Demonstrated ability to communicate professionally in an oral and written manner.
- Proficiency in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Internet.
- Bilingual in English and Spanish preferred
