BUSINESS SYSTEMS ANALYST III - $85,696 - $89,980 DOQ

Under limited direction, the Business Systems Analyst III performs advanced analytical and technical work in support of the city of Clearwater’s enterprise systems and business applications. Works with departments to identify technical requirements and assists with the implementation and support of technology solutions. Provides oversight of application data and ensures its integrity and availability.

Position Duties

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:


BUSINESS SYSTEMS ANALYST II:
  • Identifies, troubleshoots, addresses and resolves production system problems and related issues; responds to technical requests and provides support; confers with users about software and data concerns.
  • Provides technical and analytical support and assistance for software systems used in house and remotely; depending on area of assignment, may work with KRONOS, Caventa Software, FCS, etc.
  • Updates, maintains, edits, and monitors intranet site; converts files for appropriate upload, manages departmental pages and related documents, and ensures content reflects the City goals and objectives.
  • Prepares test data and verifies system test results; consults with user, technical staff, and functional project team members on questions; analyzes and resolves system problems; serves as user liaison in development and maintenance projects.
  • Communicates systems processes, status, or other relevant issues to internal and external customers; devise creative alternatives to achieve improvements or solutions to meet needs; designs project plans, outlines tasks, identifies staff skills, and ensures completion.
  • Recommends controls by identifying gaps and designing solutions to automate manual processes.
  • Oversees, plans, assigns, and supervises the work of subordinates; provides general personnel management and training.
  • Creates, develops, and runs database queries to meet staff reporting needs; reviews, evaluates, and monitors integrity of data; develops, produces, and maintains end-user reports and delivers complete and accurate documentation for management.
  • Conducts the implementation and technical administration of business applications software; troubleshoots, upgrades and configures system as required.
  • Maintains strong and effective relationships with internal and external customers including City Senior Executives; communicates clearly, concisely, and with sensitivity; works to resolve issues and deliver solutions; evaluates department data to ensure accuracy and integrity.
  • Supports department initiatives through active participation on strategic planning, RFPs, contract term and language review, interview panels, ordinance reviews, council presentations, and special projects.
  • Participates in various trainings to increase and enhance competencies; conducts and facilitates staff training to ensure cohesion in services delivered; prepares testing materials and analyzes results; maintains testing environments and participates in environmental redesign and analysis to enhance system environments.
  • Depending on area of assignment, may be responsible for financial booking, reconciliation, reporting, analysis information, and integrity defense to external agents.
  • Performs other duties as assigned.

BUSINESS SYSTEMS ANALYST III:
  • Provides expert-level technical and analytical support for city’s enterprise and business applications such as CRM, ERP,BI, Asset Management, and other similar applications.
  • Updates, maintains, and edits City website to ensure content reflects the City goals, objectives, and accessibility standards; provides CMS technical assistance to stakeholder departments.
  • Manages the Departmental SharePoint environment; creates and maintains sites and document libraries; manages site permissions and storage quotas.
  • Troubleshoots application issues and processes; implements fixes or escalates issues to appropriate senior staff when required.
  • Communicates application functionality, processes, and workflows to internal and external customers; devises creative alternative solutions or workflows to achieve desired outcomes and documents the processes and changes.
  • Recommends controls by identifying gaps and designing solutions to automate manual processes.
  • Works closely with managers and senior staff in the implementation of projects; designs project plans, outlines tasks, identifies staff skills, and maintains timelines; oversees, plans, assigns, and supervises the work of subordinates.
  • Develops, optimizes, and runs database queries to meet business intelligence and data needs; reviews, evaluates, and monitors integrity of data; develops, produces, and maintains reports and dashboards.
  • Designs application training curriculum and documentation; leads end-user training on applications and business workflows relating to technology to ensure cohesion in services delivered; regularly engages in training, conferences, and user groups to maintain and enhance competencies.
  • Maintains strong and effective relationships with internal and external customers; communicates clearly, concisely, and with sensitivity; works to resolve issues and deliver solutions.
  • Supports department initiatives through active participation on strategic planning, RFPs, contract term and language review, interview panels, council presentations, and special projects.
  • Performs other duties as assigned.

Minimum Qualifications

Licenses or Certifications:

A valid State driver’s license is required.


Education and Experience:


BUSINESS SYSTEMS ANALYST II:
Bachelor's Degree in Business Administration, Computer Science, Engineering or a related field AND three (3) years of professional-level experience in assigned business area; OR an equivalent combination of education, training, and experience may be considered.

BUSINESS SYSTEMS ANALYST III:
Bachelor’s Degree in Business Administration, Computer Science, Engineering or a related field AND four (4) years of professional-level experience in assigned business area; OR an equivalent combination of education, training, and experience may be considered.
