GENERAL STATEMENT OF THE FUNCTION

EDUCATION AND/OR EXPERIENCE
A Master’s degree in educational administration, academic/career counseling, educational leadership, or a related field is required. At least 3-5 years of experience in educational program management, personnel management, and fiscal management are required. Experience working with Upward Bound, other TRIO programs, student support services, or other programs focused on low-income, first-generation, or academically disadvantaged students is preferred. Prior experience working with students from diverse backgrounds is preferred. A record of inclusive conduct and evidence of multicultural skills in the workplace is preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES, include the following.
Maintain knowledge of diversity-related issues, legislation, and best practices.
Ensures that the TRIO programs are understood and accepted as an integral part of the College community by representing the program in formal and informal venues, facilitating communication and discussion regarding the TRIO Program’s operations and goals and the needs of its participants, conducting research, managing all administrative tasks and operations to comply with program requirements, and reporting research findings in formal and informal venues.
Assures that the programs for participants are organized, monitored, and managed to meet goals and objectives by designing, developing, and directing all facets of TRIO programs under policies and procedures that ensure they are conducted in compliance with the U.S. Department of Education program guidelines and the specific requirements contained in the Hinds Community College Office of Sponsored Grants Division, reporting data as needed and required, tracking expenditures and keeping financial records in accordance with federal guidelines, ensuring that all student records are complete, current, and confidential, reviewing TRIO Program materials, monitoring programming content, schedules, and budgets against program criteria, preparing federal reports, preparing the continuation proposal, and attending meetings with the U.S. Department of Education Office at the request of the President, Vice President, and Executive Leadership Team.
Establishes and maintains close working relationships with various College representatives, the federal government (Department of Education), target schools’ faculty and administrators, and community agencies.
Assures the development and operation of an effective tracking and monitoring system for the TRIO Programs by working with the Marketing and Communications Specialist, Office of Admissions, the Registrar, Financial Aid, Enrollment Management and Services, and Institutional Research and coordinating with staff to ensure that all required tracking and monitoring systems are maintained and fully utilized.
Effectively manages the program by ensuring that the TRIO Program meets all grant obligations in a timely manner to allow the preparation and submission of all necessary U.S. Department of Education reports.
Documents on the progress of TRIO Programs in achieving its funded objectives by coordination and evaluation of the project.
Develop a competent and effective staff by recruiting, selecting, training, supervising, and evaluating staff members in compliance with the College’s established Employment Opportunity policies.
Represents TRIO programs by attending local, regional, and national meetings.
Works to secure funding for the continuation of the TRIO Programs by suggesting research studies and working closely with the Vice President for Career and Technical Education and HBCU initiatives to coordinate/commission the writing of grant proposals and to obtain funding for additional programs, such as EOC, McNair, and other TRIO grants as appropriate.
Facilitates the development of activities and programs designed to encourage underrepresented populations to overcome barriers to postsecondary education by assisting the Vice President for Career and Technical Education and HBCU initiatives with program preparation and implementation of funding opportunities.
Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as required by the Vice President for Career and Technical Education and HBCU initiatives.
Ensures the success of the TRIO programs by performing all other duties as assigned by the Vice President for Career and Technical Education and HBCU initiatives.
The Executive Director of TRIO will be required to leverage other non-TRIO projects under the Sponsored Grants umbrella, working with the private and commercial sectors, as well as be responsible for guiding the implementation of projects and the overall management of the budget, project goals, and objectives of those projects and communication with current agencies, National Science Foundation (NSF). Department of Agriculture, NISSAN, etc., as projects are written and/or funded.
Effective verbal and written communication skills are required. Supervisory skills are required. Microsoft Word, Excel, One Drive, Outlook, PowerPoint, Publisher, SharePoint – Video Conferencing Proficiency in Zoom, Skype, Google Meet, Microsoft Teams, etc. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.

SUPERVISORY RESPONSIBILITIES:
Supervises project directors, professional staff, clerical staff, undergraduate assistants, part-time staff, and student employees. The Executive Director of TRIO Programs (Upward Bound, Upward Bound Math & Science, Student Support Services, and Education Talent Search) will oversee budgeting program records, planning, supervising, and evaluating programs and program staff, as well as creating and submitting time and effort reports and mandated compliance reports for the college and to the President, Vice President, and Executive Leadership Team. This individual will also ensure the programs adhere to established goals, objectives, and federal regulations. The Executive Director of TRIO Programs ensures awareness and understanding of TRIO programs by providing presentations and networking.
