Job Description
Ensures individual work unit business plans are consolidated into comprehensive annual work plans and long-term strategies for the field station that include attainable deliverables, best utilization of technical and financial resources, and eliminate redundancies and non-value-added work efforts.
Develops and adheres to a fiscally responsible budget to support and accomplish the agency's core mission functions and water resource priorities; continuously looks for and implements opportunities to streamline operations. Analyzes budget results against targets and proactively implements mid-cycle adjustments.
Procures and manages contracted work in accordance with District procurement policies and procedures and established time frames; manages vendor selection process to ensure quality, competitiveness, equity, and diversity in contract awards; manages contractor performance effectively.
Manages resources strategically and tactually and eliminates redundancies and non-value-added work efforts. Re-directs staff, schedules, and equipment to effectively respond to unplanned events, critical operations, and/or special work requests. Addresses all human resource issues on a timely basis (i.e., recruitment, supervision, succession planning, performance, training, certifications).
Maintains regular communications with managers and staff; keeps executive management regularly apprised of the status of agency priorities and informed of important issues affecting District operations and policies; works and communicates collaboratively across divisions/offices. Interacts with representatives from federal, state, and local agencies associated with the District's core missions. Required to work with the Bureau Chief, the Assistant Superintendent, and Field Operations supervisory staff on a daily basis to ensure staff’s readiness to respond and support the field station's emergency management operations. This includes addressing all regional issues/concerns specific to a field station location.
Keeps abreast of industry trends, best practices, regulatory changes, and technology improvements. Shares such knowledge within the field station and bureau and recommends changes where appropriate.
Provides direct input to the emergency management operations procedures used by all field stations. Ensures staff’s readiness to respond and support the field station's emergency management operations.
Works with Assistant Superintendent to ensure all company policies and procedures are followed, including all safety and security procedures, protocols, and controls, as well as both District-wide and field station-specific requirements.
All other duties as assigned.
Work Hours: Monday - Thursday, 6:00 a.m. - 4:30 p.m.
Looking for candidates who have:
Experience working with Computerized Maintenance Management Systems (preferably SAP).
Familiarity with hydro pumping systems, electric pumps, diesel engines, SCADA, PLC’s, control structures, heavy equipment, and their associated planned maintenance/repair.
Working knowledge of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, etc.).
General knowledge of blueprint/schematic readings to conduct various technical design reviews.
Familiarity with Quality Assurance/Quality Control methods and processes.
Employment Guidelines
Bachelor's Degree in a related discipline with a graduate level preferred and 10+ years of experience that demonstrates measurable career progression in field operations and leadership roles that can be directly applied to support the District's strategic goals and objectives. Typically, this includes experience in several field station functional areas (e.g., canal levee, structure maintenance, pump stations, etc.) and 6+ years of increased supervisory accountability. Prior experience attained from either internal or external jobs.
Licenses
Valid State of Florida Driver's License
Physical Requirements/ Working Environment
Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on the assigned emergency response role.
Composition of office and field work, with regular exposure to a hot and humid environment in remote and heavily vegetated areas.
