About the Department
Position Duties
Under general direction, coordinates the research and planning activities performed within the Office of Capital Projects and supports the Department of Public Works. Conducts research and performs planning related to capital projects. Analyzes demographic data and census information. Manages/monitors capital budget for the department. Performs grant writing and grant administration in support of capital projects. Attends Council, committee, and other meetings. Conducts surveys of properties. Prepares reports and writes articles. Performs other job-related duties as required.
Minimum Qualifications
A Bachelor's Degree in Parks and Recreation Administration, Public Administration, Urban Studies, Landscape Architecture, Engineering, or related field from an accredited four year college or university is required. Five years of full time paid experience in research and planning in public or private facilities, parks and recreation, or closely related field is required. Must be able to demonstrate excellent oral and written communication skills and be proficient in Microsoft Office Word, Excel, Outlook, and Power Point. Grant writing experience is highly desirable. A valid State of Ohio Driver's License is required.

- Under general direction, leads research and planning efforts for citywide parks and recreation facilities and supports related activities performed within the Office of Capital Projects.
- Manages implementation of the Cleveland Parks & Recreation Plan (2025) including assistance with defining and prioritizing projects in the Capital Improvement Plan and plan implementation through the Division of Architecture and Site Development.
- Acts as the Department’s liaison with the Department of Parks and Recreation, City Planning Commission, and City Planning Staff on research and planning efforts related to parks and recreation.
- Manages citywide parks and recreation GIS data and mapping, provides technical planning expertise, collects and analyzes statistical and historical data, plans and facilitates public engagement, and serves a liaison and representative to City departments, City Council, and community stakeholders on matters related to parks and recreation.
- Leads grant writing and grant administration in support of parks and recreation capital projects.
- Builds relationships with national, state, and local organizations to obtain funding, build partnerships, and understand and implement best practices in Cleveland.
- Attends evening and weekend meetings as needed.
- Assists the City Planning Commission in administering the Public Art Program by serving as Chair of the Public Art Committee and managing public art procurement for Capital Projects under the Public Art Program, which dedicates 1.5% of applicable capital projects to public art.
- Provides planning assistance, support in GIS and mapping, public engagement, and other technical planning tasks to all staff in the Office of Capital Projects.
Preferred Qualifications
- A Bachelor’s Degree in Parks and Recreation Administration, Public Administration, Urban Planning, Landscape Architecture, Engineering, or related field from an accredited four year college or university is required.
- Five (5) years of full time paid experience in urban planning, parks and recreation, or closely related field is required.
- Four (4) years’ experience in GIS data management, analysis, and mapping. If no GIS experience candidates should be very proficient with using resources to meet departmental GIS and mapping needs.
- Three (3) years’ experience in grant writing and administration is also preferred.
- Must be able to demonstrate excellent oral and written communication skills and be proficient in Microsoft Office Word, Excel, Outlook, and PowerPoint.
