The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

 

Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

The Department of Community Health is seeking a qualified Financial Analyst 2 with the Office of Financial Services, SHBP Audit team within the Division of Financial Management. Under general supervision performs professional level finance and fiscal control functions. This role also performs and/or oversees financial planning, documentation, analysis, reporting and system development. The Office of Financial Services is responsible for making payments to providers, vendors, and employees along with subsequent preparation of financial reports to ensure receipt of Medicaid, PeachCare for Kids (SCHIP), and other federal funding. Financial Services prepares annual financial statements for the agency and ensures that the department complies with generally accepted accounting principles (GAA).

Position Duties

  • Research and analyze various data components to prepare financial reports, logs and correspondence
  • Complete reviews for employee deduction and employer contribution for assigned payroll locations
  • Ability to use technical judgment in determining the accuracy and completeness of financial information
  • Independently plan and prioritize work to accommodate various program deadlines within unit and division
  • Analyze and reconcile expenditures with the State Health Benefit Plan locations
  • Provides financial training for the State Health Benefit Plan locations
  • Monitors financial performance and related data from various systems
  • Complete selected sections of the audits as a member of the review team
  • Analyzes agency financials and accounting reports/requests to maintain expenditure controls
  • Communicate effectively with the agency stakeholders and payroll locations representatives
  • Other duties as assigned

Minimum Qualifications

Associate degree in a related area from an accredited college or university and two (2) years of professional job-related experience in accounting, billing, and collection systems or claims; or Two (2) years of professional job-related experience in general accounting, billing, and collection systems and/or claims; or One (1) year of experience at the lower-level Financial Analyst 1 (FIP060) or equivalent position.

AGENCY SPECIFIC PREFERRED QUALIFICATIONS  (Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following skills /experience):

  • 3-5 years of experience in collections of accounts
  • 3-5 years of experience in customer service   
  • 3-5 years of experience in account payment posting systems 
  • Experience with and knowledge of the State Health Benefit Plan
  • Experience in monitoring accounts and producing reports for government entities
  • Demonstrate effective verbal and written communication skills
  • Ability to pay close attention to detail
  • Proficient in the use of Excel, Access, and other Microsoft Office programs
