SUMMARY
The work of a Security Operations Agent involves monitoring security access points (vehicle gates, doors, etc.), conducting inspections, and controlling vehicular and pedestrian access at Charlotte Douglas International Airport. Provide direction and information to the public in a tactful and courteous manner aligned with the airport’s Customer Service Philosophy. Act without direct supervision using independent judgment and discretion in accordance with departmental, local, state and federal rules, regulations, laws, ordinances and standard operating procedures. This is an unarmed uniformed position.THIS POSITION REQUIRES THAT YOU ARE AVAILABLE TO WORK ANY ASSIGNED SHIFT. IF ASSIGNED TO A 2ND OR 3RD SHIFT, A 2.5% SHIFT DIFFERENTIAL WILL BE ADDED TO THE BASE HOURLY RATE.
ESSENTIAL DUTIES & RESPONSIBILITIES:
1. Interpret and adhere to Federal regulations, procedures, and instructions to ensure the safety of persons and security of airport property.
2. Staff security access points (doors, vehicle gates, etc), monitor activity, and conduct inspections of persons, property, and vehicles ensuring that the entry of vehicles, drivers and passengers meet airport security clearance requirements.
3. Maintain situational awareness and notify applicable resources to potential hazards.
4. Assess situations quickly, objectively, determine the proper course of action, and act decisively using independent judgment within established rules, regulations, and procedures.
5. Communicate effectively; operate a variety of communications equipment; transmit and receive emergency and non-emergency information; maintain logs and records.
6. Respond to airport emergencies and incidents in accordance with the National Incident Management System (NIMS), Airport Emergency Plan, Airport Security Plan, and other plans, policies, procedures, and regulations governing emergency response.
7. Provide security services during special details and events.
8. Prepare and maintain logs, records, and reports.
9. Aid the airlines, tenants, traveling public and other employees as needed.
10. Provide escorts to authorized visitors and contractors as necessary.
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES:
Knowledge of:
· Thorough knowledge of 49 CFR Part 1542, Airport Security Program, CLT Security Standards, Security Operations Standard Operating Procedures, TSA issued security directives, national amendments, and information circulars related to airport security, or the ability to obtain such knowledge within 30 days of hire.
· Knowledge of aviation radio procedures/phraseology and ability to navigate on airport non-movement areas and movement areas or can obtain such knowledge within 30 days of hire.
· Knowledge of Microsoft applications (Word, Outlook, Excel, PowerPoint, Teams, SharePoint, One Drive, etc.), WorkDay, E-Builder, and other computer-based applications or the ability to obtain such knowledge within 30 days.
Skill in:
· Skills to communicate clearly and effectively verbally in person, over telephone and two-way radio.
· Skills to communicate clearly and effectively in writing.
· Skills to effectively organize data and prioritize resources during routine and special operations.
· Strong interpersonal skills and the ability to foster effective working relationships with numerous internal and external airport stakeholders.

· Ability to work in an airport environment which includes the non-movement of the airfield.
· Must demonstrate strong situational awareness and be able to work in a fast-paced airport operating environment.
· Ability to recognize potential threats and respond quickly and calmly under emergency situations.
· Ability to act without direct supervision using independent judgment and discretion in emergency situations in accordance with departmental policies, procedures, rules, regulations, laws, and ordinances.
· Ability to deal courteously and firmly with the traveling public, airport employees/workers, airport stakeholders and those seeking access to restricted areas.
· Ability to work independently or as part of a team.
· Ability to represent the airport in a professional, positive manner and provide exceptional customer service to the traveling public, tenants, co-workers, and others.
· Ability to establish and maintain effective working relationships with co-workers, other agencies, tenants, employees and the public, representing CLT in a professional, positive manner.

· Ability to operate complex computerized systems to include closed circuit television cameras, access control, identification management, credentialing and badging, security alarm, event logging, report writing, and other systems in an airport operations environment. This includes the ability to utilize standard desktop/laptop computers, mobile devices and common software functions.
· Proficiency with Outlook and Word at time of hire, and the ability to learn other software, as the need arises.
· Ability to operate complex technology systems used to inspect/screen persons, property, and vehicles.
MINIMUM QUALIFICATIONS:
High School diploma or equivalent.
PREFERRED QUALIFICATIONS:
· High School graduation/GED plus one year experience, preferably providing front-line service to customers.
· Military, some college and experience with physical security and access control functions a plus.
WORKING CONDITIONS AND PHYSICAL DEMANDS:
· This position requires a high level of physical ability including visual acuity, hearing, flexibility, strength and the agility to carry out security duties.
· Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking extended periods of time.
· Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.
· Must be able to perform inspections on foot and in a vehicle.
· This position spends approximately 80% of the time walking and 10% driving. The remaining 10% may be spent standing, bending, twisting, reaching, kneeling/squatting, running, lifting, pushing, or carrying.
· Must be able to walk up to three mile and drive up to 25 miles. Lift up to 25 lbs. for short distances (i.e. - 2 feet), push 35 lbs. 20 feet, and carry 5 lbs. for 100 yards.
GENERAL INFORMATION:
· May be exposed to chemicals, fumes, solvents, machinery, moving objects/vehicles, dust, slippery/uneven surfaces, and excessive noise.
· Must be able to operate various features of the terminal facility, including elevators, escalators, lighting, automatic doors, CCTV, access control, identity verification equipment, and security gates.
· Work involves extensive public contact.
· Works both inside and outside with exposure to inclement weather.
· Must be able to work assigned shifts, including holidays, unscheduled overtime, and report back to work during emergencies.
· Shifts are assigned based on an approved bid process and seniority. No shift can be guaranteed.
· Schedule subject to change and overtime.
· This is an essential position and is subject to mandatory holdover and call-back during emergencies and irregular operations.
· Valid driver’s license required and the ability to qualify for and maintain a City driving permit.
· Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude them from employment.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
