SUMMARY
Operates heavy equipment for the Field Maintenance Division at Charlotte Douglas International Airport. Performs and oversees concrete and asphalt work at a moderate level. Equipment operated includes motor grader, dozer, tandem dump truck, rubber tire loader, track loader, flusher truck, sweeper truck, asphalt rollers, back-hoes, road tractor, airfield tractor, walk behind concrete/asphalt saw, broom tractor, and Vammas PSB snow plow. Concrete and asphalt work includes concrete and/or asphalt removal and replacement, as well as concrete spall repairs and patching. Duties are performed both landside and airside.
Major Duties and Responsibilities:
- Operates and drives heavy equipment and trucks, including motor grader, dozer, tandem dump truck, rubber tire loader, track loader, skid-steer loader, flusher truck, sweeper truck, asphalt rollers, back-hoes, road tractor, airfield mowing equipment, walk behind concrete/asphalt saw, broom tractor and Vammas PSB snow plow.
- Inspects assigned equipment for readiness and safety.
- Perform as a lead worker in the absence of a supervisor.
- Completes related records and reports.
- Performs related manual labor.
- Perform job duties while complying with TSA security requirements.
- Perform Job duties require operating vehicles or heavy equipment in/on and around active runway and taxiway environments while follow instructions provided by FAA traffic controllers and following airfield signage, lighting and paint marking instructions.
General Information:
- This position requires a flexible work schedule with availability to work 1st, 2nd, or 3rd shift. Ability to work other shifts and overtime when required by assignment, inclement weather, or urgent/emergency situations. Subject to emergency calls back to work.
- Valid CDL-B with no more than 6 points. Tanker vehicle endorsement and CDL-A, or the ability to obtain within one year of employment. Ability to obtain and maintain a City driving permit.
- Successful candidate must successfully pass and obtain Movement Area Training (MAT) Endorsement within the first 6 months of employment in order to maintain employment.
- Certain criminal convictions will disqualify individuals from unescorted access privileges and therefore exclude them from employment.
Minimum Qualifications:
- No minimum level plus seven years of experience
- High School graduate or equivalent plus five years of experience
- CDL-B requires the ability to obtain CDL-A and Tank Endorsement within 12 months
Preferred Qualification:
High School graduation/GED and five years of experience operating heavy equipment, or if no high school diploma/GED, seven years of experience are required. Five to seven years of operating heavy equipment. Must be a proficient operator of a motor grader and dozer and experience must include spreading and leveling dirt, gravel, stone, and other materials to grade specifications and observing from reference stakes or lines. Must be proficient in concrete and asphalt repair and finishing practices. Must be familiar with or have the ability to become familiar with FAA part 139 standard requirements for the airfield environment, TSA airport security requirements, and FAA part 77 standard requirements.
Knowledge, Skills, and Abilities:
- Knowledge of concrete and asphalt repair methods and practices.
- Knowledge of safety precautions and work hazards involved in the operation of equipment.
- Knowledge of concrete and asphalt work.
- Knowledge of traffic laws and regulations involved in the operation of equipment.
- Ability to establish and maintain effective working relationships and work in a team environment.
- Ability to communicate in a professional and positive manner with airport tenants and the public.
- Skills to be able to read and write sufficiently to complete records and reports.
- Exceptional motor grader and dozer operating skills which include spreading and leveling dirt, gravel, stone, and other materials to grade specifications and observing from reference stakes or lines.
ADA and Other Requirements:
Physical Requirements:
Spends 70% of the time operating and driving heavy equipment. Performs related manual labor during the remainder of the time. Must be able to lift, carry, push, and pull up to 50lbs. Work involves sitting, standing, bending, walking, driving, climbing, lifting, carrying, shoveling, twisting, reaching, and kneeling/squatting. Must have sufficient physical strength and ability to operate manual and automatic vehicles.
Works inside and outside. Exposed to machinery, moving objects, vehicles, dust, slippery and uneven surfaces, excessive noise, vibrating tools, and inclement weather. Works shifts and irregular hours.

CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
