GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.
The Division Chief, Preparedness is responsible for working on a broad array of policy and operational efforts within the organization in support of collaborative partnerships at all levels of government. The Division Chief, Preparedness will work with agency leadership to recommend solutions to complex problems or issues, research/analyze current law/policies/data, draft policy/regulations, and serve as a liaison to integrate efforts with intergovernmental partner agencies. The Division Chief, Preparedness may oversee special programs that entail special access and information management, safety/security/training functions and programming, initiatives focused on operational and organizational innovation and efficiencies, special efforts associated with specific events or incidents, mission objectives on specific intergovernmental challenges, policy and mission messaging support functions, analysis and program management, and will work cross-collaboratively with agency leadership to support agency initiatives across all phases of emergency management (preparedness, response, recovery, and mitigation). Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
This position reports to the Chief of SOC Operations. This position is considered at-will and serves at the discretion of the head of the agency.
ESSENTIAL JOB DUTIES & RESPONSIBILITIES:
May develop strategic plan for a division.
May serve on departmental leadership team.
May direct division staff, setting performance standards and accountabilities.
Ensures that programs, activities, and services comply with University, State, and Federal regulations.
May have input into the budget and fiscal operations of the division.
Develops and seeks funding for programs to promote division mission.
Oversees communications, for division.
May liaise and integrate efforts with intergovernmental partner agencies.
Develops and implements division programs, and recommend solutions to complex problems/issues.
Serves on various University, division, and departmental committees and represents the department at various State and National associations.
Plans, assigns, and supervises the work of others.
Face-to-face and person-to-person interactions are required.
Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.
Ability to travel (20%).
Performs related work as assigned.

MINIMUM QUALIFICATIONS:
Education – Master’s degree or an equivalent combination of training and experience.
Experience – Ten (10) years of progressively responsible management positions. Three (3) years of supervisory experience.
Note: Required Clearance – Must hold or be eligible to hold a minimum of a US government Top-Secret Security clearance.
* Additional work experience of the type described above may be substituted for the education requirement on a year- for- year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management.
Knowledge of security programs, special access, and information management/coordination.
Knowledge of a variety of mission objectives on specific intergovernmental challenges.
Keen demonstration of poise, tact, and diplomacy, while establishing and maintaining effective working/professional relationships with internal and external customers.
Effectively meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.
Facilitate effective communication and presentation of information and/or training to individuals and a wide variety of audiences.
Adept in the creation of clear, concise, and professional documents, reports, and presentations.
Proficiency in accessing relevant information and utilizing and/or presenting research and conclusions in a clear and concise manner quickly and efficiently.
Exhibit creative reasoning and effective decision making in the absence of/or under minimal supervision.
Scrutinize data/information, discern variations/similarities, and identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.
Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
Responsible in the handling of sensitive and confidential information, and situations, and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
REGISTRATION, CERTIFICATION OR LICENSURE:
Must complete the following training courses: IS-100, IS-200, IS-700, and IS-800 within the first twelve (12) months of employment.
