Tallgrass Integrated Logistics Solutions (ILS) is building a large-scale, multi-billion-dollar industrial power generating facility for a dedicated user.  The Facility is a behind-the-meter, private use network (PUN), generating gigawatts (GW) of electricity using multiple power generating technologies, including other major chemical processes.  As the Owner, Tallgrass ILS has contracted an Engineering, Procurement, and Construction (EPC) Contractor (Contractor) to execute a majority of the construction for this facility as a lump sum turnkey (LSTK) contract.  However, some smaller subcontracts will be directly contracted by the Owner. 

The Major Project Construction Manager (CM) will be responsible for oversight and management of Facility.  This role will oversee the prime EPC Contractor executing the overall site construction, as well as other subcontractors throughout the project site.  As the owner's representative on site, the Construction Manager’s role is primarily focused on strategic oversight, quality assurance, safety compliance, and protecting the owner's interests as it relates to the EPC contractor’s scope, and directly managing the smaller subcontractors directly 

Responsibilities

MAJOR PROJECTS CONSTRUCTION MANAGER ESSENTIAL DUTIES:

Oversight and Monitoring:

  • Owner Field Representative: Primary field representative for Tallgrass on a major construction site primarily run by an EPC contractor.
  • Monitor EPC Contractor Performance: Vigilantly monitor the EPC contractor's progress against the agreed-upon project execution plan, schedule, and budget.
  • Site Supervision & Quality Assurance (QA): Conduct regular, detailed site inspections to ensure the quality of work conforms to contract specifications, design standards, and approved QA/QC plans. The CM will document observations and ensure the EPC contractor addresses any defects or non-conformities.
  • Safety and Regulatory Compliance: Assure that the EPC contractor is adhering to all site safety protocols, HSSE (Health, Safety, Security, and Environment) plans, and local/national safety regulations. The CM has the authority to intervene in imminent safety hazard situations. 

Contract and Financial Management:

  • Contract Administration Support: Provide input on contract administration, and working with the Project and Contract Management teams, ensure both parties meet their contractual obligations.
  • Change Order Management: Review and track all change orders, assessing their impact on the project scope, budget, and schedule, and providing recommendations to the owner.
  • Cost Control & Invoicing Review: Monitor project expenditures and review EPC contractor invoices and payment applications to ensure they correspond to the actual work completed and materials on site.
  • Budget and Schedule Management: Continuously track costs and schedule performance, identifying potential overruns or delays early and collaborating with the EPC to develop mitigation strategies. 

Communication and Documentation:

  • Stakeholder Communication: Facilitate clear and effective communication between the Owner and all project stakeholders, including regular reporting to Project Management on project status, risks, and issues.
  • Risk Management: Identify potential project risks (budgetary, schedule, technical, safety, legal) and work with the owner and EPC to develop and monitor contingency plans.
  • Documentation Management: Ensure all project documentation (contracts, permits, daily logs, reports, certifications, as-built documentation) is accurately maintained and stored for project transparency and potential dispute resolution. 

Technical Support and Closeout:

  • Constructability of Design:  Participate in engineering and design reviews early on in the project to advise on constructability and improvement opportunities for more efficient construction.
  • Design Clarification: Serve as the first point of contact for the EPC contractor regarding design clarifications, liaising with the Owner's engineers and architects as needed.
  • Pre-Commissioning & Commissioning Oversight: Oversee the review of the EPC contractor's plans for start-up and commissioning activities, ensuring a smooth transition to operations and maintenance.
  • Project Closeout: Coordinate punch-list creation and completion, manage warranty issues, and ensure all contractual obligations are met before final project handover. 

Qualifications

  • CONSTRUCTION MANAGER JOB REQUIREMENTS:

  • Minimum Requirements:

  • Education:

  • Bachelor's degree in Construction Management, Engineering, or a related field (Master's degree preferred)
  • Work experience may be considered as a substitute for a degree
  • Experience/Specific Knowledge:

  • Minimum of fifteen (15) years of experience in construction management of large-scale capital projects, preferably in a relevant industry (e.g., power plants, industrial facilities, infrastructure).
  • Proven experience working in an owner's representative or oversight role, specifically on projects with third-party EPC contractors.
  • Demonstrated success in managing project budgets over $1 billion (or relevant large-capital size) and complex scope and schedules.
  • Knowledge and experience in power plant, oil & gas, LNG, or chemicals industry construction.
  • Knowledge and experience in safe handling practices of high voltage electricity, toxic or flammable gases, liquids, and high- and low-pressure / temperature systems.
  • Experience in executing construction in an operating facility environment.
  •  Certifications, Licenses & Registrations:

  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers.
  •  Competencies, Skills & Abilities:

  • Strong team leadership skills and ability to manage crews across a large project site.
  • Excellent verbal and written communication skills.
  • Strong interpersonal skills, able to represent the Owner with multiple external partners, clients, public citizens and neighboring landowners, and public authorities, effectively managing stakeholder relationships.
  • Ability to prioritize, handle multiple tasks simultaneously and meet established deadlines with minimal supervision.
  • Strong Microsoft Office applications including Word, Excel and PowerPoint, Teams, Outlook, and other software applications.
  • Strong knowledge of construction processes, project management methodologies, contract law, and industry specific regulations.
  • Excellent leadership, communication, and negotiation skills, with the ability to manage multiple stakeholders and resolve conflicts.
  • Proficiency in project management software and tools (e.g., Procore, Primavera P6 for scheduling).
  • Strong focus on safety, quality, and ethical conduct (fiduciary responsibility to the owner).

  •  Working Conditions:

  • Required to live near the construction site before or simultaneous to the Contractor mobilizing to the site (relocation may be required).
  • Required to carry a cell phone and be available to respond during working and non-working hours.
  • Required some out-of-town nights and weekend travel, as needed. 
  • Occasionally required to travel significant distances by airplane or vehicle.
  • Varying working conditions from office settings to working outdoors in inclement weather conditions.
  • Site will require minimum personnel protective equipment, including hard hat, safety glasses, steel toed shoes, long sleeves, reflective vests, and flame retardant clothing (FRCs).
  • The successful candidate will be required to clear a drug screen and a complete background check, including a credit report for certain positions, after an offer has been extended and prior to being employed.
